Description
This is a sources sought announcement for market survey purposes only. This is NOT a solicitation for proposals and no contract shall be awarded from this announcement. Solicitation Number: W58RGZ-16-R-0290 Agency: Department of the Army Office: Army Contracting Command Location: ACC-RSA - (Aviation) Notice Type: Sources Sought Synopsis: The U.S. Army Utility Helicopters Project Office (UHPO) is seeking potential sources that currently possess the expertise, capabilities, and experience to develop an improved main rotor damper (MRD) or to identify potential alternatives to the current MRD for the UH/HH-60A/L/M Blackhawk helicopters. This sources sought is part of a continuous market research process for obtaining the most current MRD data available in industry. Background: The current MRD is the original design from the A model, developed in the 1970s. Main rotor dampers are installed (4 per shipset) between each of the main rotor spindles modules and the hub to restrain hunting (lead and lag motions) of the main rotor blades during rotation and to absorb rotor head starting loads. Each damper is supplied with pressurized hydraulic fluid from a reservoir mounted on the side of each damper. The reservoir has an indicator that monitors the reserve fluid. When the damper is fully serviced, the indicator will show full gold. The MRD is a significant system degrader with respect to reliability and maintainability. The primary failure modes or reasons for maintenance include: requiring servicing, leaking, and rod end bearings wearing. [T1] The USG currently sustains the dampener through competitive overhaul and repair contracts from multiple contractors both Government and commercial. Submission Instructions : Submissions from industry should include both design and sustainment concepts that would improve the current damper performance and provide a cost effective strategy for repair and overhaul capabilities or identify potential alternatives for the MRD. These concepts should include but not limited to: Key design characteristics that will provide enhanced reliability Government purpose rights to a level 3 technical data package Organic Depot Repair capability Level of Repair Analysis for primary failure modes. Storage and Transportation requirements/limitations Any interested party shall provide written response NLT 30 days from the date of sources sought posting. The written response shall be limited to 15 pages and shall include the following information: (1) Offeror's names, address, point of contact, phone number, and e-mail address. (2) Offeror's business type and business size (whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), large business, or small business). (3) Current market pricing which is IAW FAR 2.101. (4) Description of proposed product to include estimated weight, timeframe availability, diagrams/sketches/drawings/schematics and existing product qualifications/certifications.
