Description
Solicitation Amendment 02 LED Replacement Kits For Lake Barkley Resource Management and Maintenance Shop Office Lighting SCOPE OF WORK. The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, equipment, transportation, and vehicles required to perform the removal and disposal of 98 florescent office light bulbs, ballast and any other components necessary to install new Troffer LED Retrofit lighting kits. Installation of new fixtures instead of retrofit kits will be acceptable if government approves the fixture proposed by contractor. Contractor shall replace 52 other florescent and incandescent bulbs with LED bulbs. The work is located at the Lake Barkley Resource Manager's Office and Maintenance Shop Building. Lighting up grades at both locations will be under one contract but the contractor shall bid each building separately. The contractor shall measure, order and install new replacement lighting kits per the specifications below. Replacement bulbs shall meet or exceed specifications below. The government shall be provided opportunity to review the specification sheets on retrofit kits, prior to contractor procuring them to ensure compliance and suitability. Replacement lighting shall be installed according to manufacturer's recommendations. Contractor shall ensure a finished installation product that properly fits existing fixture and is fully operational after installation. Once installation is complete the new fixture shall be cleaned and all construction dust and debris removed. Disposal of florescent and incandescent bulbs, ballast and all other refuse associated with the replacement process, shall be the responsibility of the contractor. Damage to retrofit kits and fixtures that occurs as a result of installation, shall be the responsibility of the contractor to repair or replace. The Contractor's work and responsibility shall include, but shall not be limited to, all planning, administration and management necessary to assure that the lighting replacement service is conducted in accordance with all applicable laws, regulations, codes, directives and that all lights are operational at completion of install. Lake Barkley Resource Manager's Office/Visitor's Center: Remove existing fluorescent lighting components and install thirty-two (32) Troffer Style 2'X4' LED Retrofit kits and thirty-nine (39) 2'X2' Troffer Style LED Retrofit Kits. Remove thirteen (13) bulbs from A19 Style Bases and replace with LED bulbs. Remove twenty-eight (28) ceiling and track lights and replace with BR30 type LED bulbs. Work shall be performed in a safe manner. If the Contractor fails or refuses to promptly comply with safety and security requirements as specified herein, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall comply with all current provisions of the Occupational Safety and Health Act (OSHA) in addition to the standards of the Corps of Engineers Manual, EM 385-1-1, "Safety and Health Requirements Manual." The contractor will be notified of any changes to EM 385-1-1 during the contract period and upon notification thereof the contractor shall adhere to such changes. The Contractor shall submit a written Safety Plan before the contract begins and an Activity Hazard Analysis (AHA) for each area of work prior to commencing work on any negotiated delivery order (see Exhibit D for examples). DAMAGE REPORTS. In all instances where Government property and/or equipment is damaged by Contractor employees, it shall be the contractor's responsibility to repair or replace the damage. CONTRACT EMPLOYEES. All contract employees and subcontractors shall conduct themselves in a proper manner at all times. Continued improper behavior will be grounds for the removal of an employee from Government property by the COR. No alcoholic or intoxicating beverages or substances or illegal drugs or controlled substances not prescribed by a physician shall be possessed, consumed, or be under the influence of any such substance while on site. DAMAGE OR LOSS OF CONTRACTOR'S SUPPLIES AND PROPERTY. The Contractor is responsible for taking the action necessary to protect all Contractor property and the personal property of Contractor employees from loss, damage, or theft. The Government assumes no responsibility for theft, damage, etc., of the above. ENVIRONMENTAL PROGRAM The Contractor shall identify all hazardous waste associated with conducting required work, and properly label, handle, and dispose of such waste in accordance with applicable regulations. It shall be the contractor's responsibility to contain and dispose of all florescent and incandescent bulbs that are replaced as part of this contract. All associated construction residue, debris, scrap etc. shall be disposed of according to all federal, state and local laws. The cost of disposal of old bulbs, all construction waste and residue will be the responsibility of the contractor. The Contractor shall address hazardous materials and hazardous waste on an Activity Hazard Analysis form prior to commencing work The contractor shall furnish Material Safety Data Sheets (MSDS) or Safety Data Sheets and an inventory list for all items stored or in use by the contractor employees on Government facilities The Contractor shall comply with all other Federal, State, and Local laws, regulations, and standards regarding environmental protection. As initial reference, many Federal regulations are identified in the Environmental Assessment and Management guide and the Corps of Engineer's Environmental Review Guide for Operations (ERGO) manual, Environmental Assessment and Management (TEAM) Guide Manual and Occupational Safety and Health Act (OSHA) manual; however Kentucky State Regulations are also applicable to work performance in this contract. GOVERNMENT FURNISHED ITEMS (GFI). Electrical. 110v electrical outlets will be available to the contractor to run power equipment. The COR may approve a tool and material storage area for the contractor. Access to this area will only be available Monday thru Friday from 7am until 4pm. CONTRACTOR FURNISHED ITEMS. Except as described elsewhere in this contract, the Contractor shall furnish all personnel, management, inspection, facilities, vehicles, transportation, equipment and operators, supplies, tools, materials and parts necessary to accomplish all required services. OTHER CONTRACTS. The Government may undertake or award other contracts or have lease holders or volunteers performing certain work, and the Contractor shall fully cooperate with such other contractors, lessees, volunteers, and Government employees and carefully fit their own work to such other additional work as may be directed by the COR. The Contractor shall not commit or permit any act which will interfere with the performance of work by another contractor, by a lessee, volunteer or by Government employees. The COR can alter the work schedules of the other contractor, lessee, volunteer, Government employees or the Contractor to avoid possible conflicts. Any such change or failure to make such a change by the COR shall not be the basis for a claim by the Contractor. DAMAGE TO GOVERNMENT PROPERTY. The Contractor shall use reasonable care to avoid damaging buildings, equipment, vegetation, and other Government property. If the Contractor's failure to use reasonable care causes damage to or loss of any of this property, the Contractor shall replace or repair the damage, at no cost to the Government, as the COR directs. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract price. SECURITY For this project the Contractor shall comply with the following security requirements: All contractor and associated sub-contractor employees shall comply with all applicable project and local security policies and procedures (provided by the district representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by the District Security Management Office. Contractor workforce must comply with all personal identity verification requirements (FAR Clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes. Since the work is being done within a controlled area but is expected to last less than six months, the investigation requirements fall under Category B1 for US Citizens and Category C for Foreign Nationals. Contract employees will need to be supervised/ escorted by a Corps employee while within the restricted area. In the event it is determined the contract will extend beyond six months, the contractor will need to comply with the requirements in Category B2 for US Citizens. Convict Labor: Because the work is being performed in a restricted area, there are restrictions on use of persons either imprisoned or previously convicted of a felony. The Contractor shall not employ in the performance of this contract any person undergoing a sentence of imprisonment imposed by any court of a State, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, or the U.S. Virgin Islands, or the US Federal Government. The Contractor shall not employ in the performance of this contract any person who has been convicted of a felony imposed by any court of a State, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, or the US Federal Government. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. Pre-screen candidates using E-Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. For this project the Contractor shall comply with the following security requirements only if he/she will be performing work at the Government facility for a total of 60 days or more: All contractor and subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I Awareness Training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each applicable contract employee and subcontractor employee, to the COR or to the Contracting Officer (if a COR is not assigned), within 5 calendar days after completion of training by all contract personnel. Each contract employee must take the training individually to receive a training certificate. The contractor and all associated sub-contractors shall receive training on the local Suspicious Activity Reporting Program. GOVERNMENT FURNISHED ITEMS (GFI). Electrical. 110v electrical outlets will be available to the contractor to run power equipment. The COR may approve a tool and material storage area for the contractor. Access to this area will only be available Monday thru Friday from 7am until 4pm. CONTRACTOR FURNISHED ITEMS. Except as described elsewhere in this contract, the Contractor shall furnish all personnel, management, inspection, facilities, vehicles, transportation, equipment and operators, supplies, tools, materials and parts necessary to accomplish all required services. OTHER CONTRACTS. The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, equipment, transportation, and vehicles required to perform the removal and disposal of 98 florescent office light bulbs, ballast and any other components necessary to install new Troffer LED Retrofit lighting kits. Installation of new fixtures instead of retrofit kits will be acceptable if government approves the fixture proposed by contractor. Contractor shall replace 52 other florescent and incandescent bulbs with LED bulbs. The work is located at the Lake Barkley Resource Manager's Office and Maintenance Shop Building. Lighting up grades at both locations will be under one contract but the contractor shall bid each building separately. The contractor shall measure, order and install new replacement lighting kits per the specifications below. Replacement bulbs shall meet or exceed specifications below. The government shall be provided opportunity to review the specification sheets on retrofit kits, prior to contractor procuring them to ensure compliance and suitability. Replacement lighting shall be installed according to manufacturer's recommendations.
