- Construction Task Breakdown (Updated) Amendment to Solicitation FA5575-16-R-0002 DEPARTMENT OF THE AIR FORCE 496th Contracting Flight (USAFE) Moron AB, Spain Synopsis Repair Underground Feeder #1 Design/Build Requesting Agency: 496th Civil Engineering Flight 496 ABS/CE Morón AB, Spain Purchasing Agency: 496th Contracting Flight 496 ABS/LGC Morón AB, Spain NOTICE TO OFFERORS : Funds are not presently available for this project. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 16 June 2016. Due to the overseas location of this solicitation, no Small Business set-aside will be used. The North American Industry Classification System (NAICS) codes for this acquisition is 238210 Contract magnitude is between $1,000,000 and $5,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." NOTE : THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. SCOPE OF WORK : This project consists in repairing the underground section of feeder #1 and all associated components at Morón AB (Spain). The total length of the underground section of feeder #1 is 9,750 linear meters. Repairs will include the replacement of all cables, oil-filled switches, grounding system, sump pumps, insulators and all related accessories. Manholes will be cleaned, repaired and upgraded for operation and elimination of airfield obstructions. New switches will be designed to facilitate operation from aboveground. Manholes/vaults that are considered airfield obstructions will be removed. The feeder #1 is one of the four high voltage lines that constitute the base high voltage (HV) distribution system. Most part of the electrical distribution is overhead, except for the Munitions Storage Area and the Airfield Area, where it is underground. The distribution is performed with a four-wire, three-phase system at 12,470 V and 60 Hz. PERFORMANCE PERIOD : The Contractor shall provide the performance period with the proposal. The performance period proposed for this project is 645 calendar. CERTIFICATION OF CLASSIFICATION : Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category C 2 b I 1, 5 & 6 d J 4 a The contractor that holds the respective certifications shall be the only entity that performs the associated works. Provide the Contractor/Subcontractor's current certification for the installation of high voltage lines up to 30 kV, LATl, in accordance with ITC-LAT 03 from R.D. 223/2008. Submission of the original signed or certified. The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. Any failure of ackowledgement by the interested party pertaining to updates or changes to the synopsis/solicitation will be at no fault of the Government. The Government reserves the right to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation.
