This Sources Sought Opportunity is for a Firm Fixed Price requirement (Base Year Plus Four Option Years). The purpose of this Sources Sought Notice is to search for small business concerns capable of providing Kitchen Cleaning Service for the Philadelphia VA Medical Center. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows (and attached): =========================================================== DRAFT STATEMENT OF WORK BELOW =========================================================== STATEMENT OF WORK CLEANING SERVICES FOR NUTRITION & FOOD SERVICES AT PHILADELPHIA VA MEDICAL CENTER 3900 WOODLAND AVENUE PHILADELPHIA, PA 19104-4551 1. Scope. Contractor provides cleaning service for Food and Nutrition Services at the Philadelphia VA Medical Center and Community Living Center Kitchen. 2. Performance Requirement. 2.1 Clean and sanitize walls with appropriate cleaning agent. Walls will be dry and streak free. 2.2 Deep clean floors including grout with power washer. Floors including baseboard areas, corners and hard to reach areas will be free of debris & stains. 2.3 Clean, sanitize and polish all stainless steel equipment, transport carts (non-electrical) and stainless steel tables and surfaces using appropriate cleaning agents. 2.3.1 Equipment will be clean, free of dust and debris and without streaks. 2.3.2 Cart washer should be used to clean interior and exterior of cart. 2.4 Clean inside and outside of all production equipment using the appropriate cleaning agent(s) including: 2.4.1 Ovens. 2.4.2 Steam Kettles. 2.4.3 Steamers. 2.4.4 Choppers and Grills. 2.5 Clean and sanitize inside walls and floors and ceiling of retherm refrigerators. Walls shall be streak free. 2.6 Clean and sanitize walls, floors and ceilings all storage areas ensuring that they are streak free includes: 2.6.1 Dry Storage. 2.6.2 Walk-in Refrigerators and Freezers. 2.7 Clean Entire tray line with appropriate cleaning agent(s) to include: 2.7.1 Belt. 2.7.2 Knobs. 2.8 Clean entire soffit above tray line. Line shall be free of dust and debris. 2.9 Clean all vents and light covers. Covers shall be dust free. 3. General Requirements. 3.1 Use appropriate cleaning agents while on premises. 3.2 Must take empty containers of cleaning agents and discard off-premises. 3.3 Provide copy of Material Safety Data Sheet, MSDS, to Nutrition & Food Service Management of MSDS sheets for all cleaning, sanitizing and polishing products used. 3.4 Do not clean, sanitize or polish re-therm (electrical) carts. 3.5 Power wash loading dock floors and walls to double doors. Must be free of dirt and debris. 3.6 Cleaning is accomplished for a total of 4 nights (2 nights in each kitchen) between the hours of 7:00 PM through 5:00 AM. 3.7 Nutrition & Food Service Management will provide feedback to company after each service. =========================================================== DRAFT STATEMENT OF WORK ABOVE =========================================================== Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 16 September 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
