- Responses to questions related to the draft RFP. NOTE: This RFP number has been changed from W912PB-16-R-3012 to W564KV-17-R-0001. All future updates will be posted under this new RFP number. The anticipated date of release for the RFP is now mid October 2016. DRAFT RFP : The Draft RFP and attachments have been posted for industry comment. The intent of this process is to allow interested contractors to preview the RFP and provide written feedback and suggestions as to how to improve the RFP. All questions related to this Draft RFP shall be submitted to both aaron.m.schulz.civ@mail.mil and jana.j.bunch.civ@mail.mil NLT 0800 Central European Daylight Time, 18 July 2016. REQUIREMENT: The Joint Multinational Training Command (JMTC) has a requirement for Mission Command Training Support (MCTS) services. These services support the Joint Multinational Simulation Center (JMSC) headquartered in Grafenwӧhr, Germany, and the Joint Multinational Readiness Center (JMRC) at Hohenfels, Germany. The MCTS services support the end-users of the simulated training environments, which include U.S. Army Europe (USAREUR), U.S. Army Africa (USARAF), and other U.S. units and partner nations when tasked by higher headquarters. The services required support constructive simulation driven Command Post Exercises (CPX) and Gaming training events. The purpose of a CPX is to train commanders and staffs in their Mission Command tasks (command and control of subordinate units and coordination with higher, supported, supporting, and adjacent units). The constructive models and simulations used in CPXs put simulated people operating simulated weapon systems in a computerized environment that stimulates the command post and their mission command systems. The training is culminated with an After Action Review, enabled by this effort, which highlights the unit's strengths and weaknesses. This training is largely computer-driven, conducted in a building or shelter, and sometime integrates live (ranges, training lands) and virtual (simulators) inputs and outputs. Support provided under this effort will include planning through the life of the Joint Exercise Life Cycle (JELC) to develop the scenario, writing operations and fragmentary orders, development of and management of Master Scenario Events List (MSEL), simulation client training and over the shoulder support, subject matter expertise, producing other exercise / event materials to include operation of a television studio and media training, production of road to war newscasts, providing exercise / event analysis in support of simulation enhanced training / tactical gaming, and operating simulation clients during testing and exercises. Exercises and events vary widely in size from gaming events with 15-30 individuals to Brigade-level exercises or Combined / Joint Task Force (CJTF) exercises with 2,000-3,000 participants. The support for these exercises and events ranges from simple set up for gaming events to highly complex support to include multiple scheduling and planning meetings with organizations within and outside USAREUR, for multi-day, 24/7 exercises which may include multinational partners. The Government intends to release a draft Request for Proposals (RFP) for industry comment. Anticipated draft RFP Release date is late June or early July 2016. Anticipated formal RFP Release date is September 2016. Place of Performance: The Contractor shall perform work under this contract at the JMSC hub and spoke sites: Grafenwöhr (hub) and Kaiserslautern, Germany, and Vicenza, Italy (spokes). The Kaiserslautern spoke includes two physical locations in Kaiserslautern and Baumholder; Kaiserslautern is resourced to support simultaneous individual and small unit collective training support at both physical locations. The Contract shall also provide services under this contract to the JMRC, Hohenfels, Germany. The Contractor will be required to provide services at other locations / countries in support of exercises and events as tasked by USAREUR. These services have been and could in the future be provided in countries throughout Europe and Africa. Period of Performance: The period of performance is for a four-month phase-in period, one 12-month base period, and four 1-year options. Contract Type: The Government anticipates awarding a hybrid Fixed Price contract with Award Fee with Cost type CLINs for Travel and part-time on-call (PTOC) support solicited using Full and Open competition. Facility Clearance: The contractor must possess a Top Secret Facility Clearance at the time of proposal submission. SAM: The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: https://www.sam.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: https://www.sam.gov in conjunction with required registration in the CCR database. All responsible sources may submit a proposal that will be considered by the agency upon posting of the solicitation. Responses must include all information requested in the written RFP. NOTE: This requirement is a follow-on to the Battle Simulation Training contract (W912PB-11-D-0019) which expires 31 October 2017. An Industry Day was held in August 2015.
