Solicitation: W912LA-16-Q-7004-A Description: Repair and Repaint RF-4C "Phantom II" Static Aircraft Display at Camp San Luis Obispo, California Closing Date: 27 September 2016, 2:00pm Pacific NAICS: 238990, All Other Specialty Trade Contractors Selection: Lowest Price Technically Acceptable (LPTA) CAMP SAN LUIS OBISPO, SAN LUIS OBISPO COUNTY, CALIFORNIA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is W912LA-16-Q-7004-A and is hereby issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-89 (15 Aug 2016). This acquisition is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) is 238990, "All Other Specialty Trade Contractors" is applicable. The Small Business Size Standard is $15,000,000.00. The successful offeror shall provide the following Contract Line Item Numbers (CLINs): CLIN 0001 Static Display Aircraft Repair and Repaint Services The Contractor shall provide all necessary equipment, material, labor, supervision, and workmanship to wash, accomplish corrosion control, affect repairs, and repaint the static display RF-4C "Phantom II" aircraft at Camp San Luis Obispo, San Luis Obispo County, California. All work will be performed in accordance with (IAW) the attached Performance Work Statement (PWS). CLIN 0002 Contractor Reporting Requirements The Contractor shall provide reporting services Headquarters, California Air National Guard, requires non-personal services for washing, repairing, and restoring of the static display RF-4C "Phantom II" (Aircraft) at Camp San Luis Obispo, California. All work under this requirement shall not seek to repair the Aircraft to an airworthy state; instead, the Contractor shall seek to return the Aircraft to the California Air Guard in a museum-like state that approximates/reflects an airworthy state. All work performed under this requirement shall occur at and around the Aircraft's display location on Camp SLO in San Luis Obispo County, California. It is anticipated that the Aircraft will not need to be removed from its current location. The FAR provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. If the offeror's firm has completed their annual representations and certifications electronically via the System for Award Management (SAM) website, offerors need only complete paragraphs (b) of the provision. Please see the full text of the provision below. Offerors who have not completed annual representations via SAM must complete paragraphs (c) through (r) of the full-text Provision. In accordance with the FAR 52.212-1(g), notice is hereby given that the Government intendes to evaluate offers and award a contract without discussions with offerors. Offerors are advised that their initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to hold discussions if it is later determined by the Contracting Officer to be necessary. Selection for award will be made to the Offeror whose proposal is the Lowest Price Technically Acceptable (LPTA). The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. No addenda have been added to this provision. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders, applies to this acquisition. This clause has been incorporated with Deviation 2013-O0019; please see the full-text below. Offerors are advised of the additional contract requirements: 1. IAW the Defense FAR Supplement clause at 252.232-7003, all invoicing must be submitted via the Wide Area Workflow (WAWF) system. 2. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. All provisions and clauses may be viewed in full text at http://farsite.hill.af.mil. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. All responses to this solicitation must be received by 2:00pm, September 27, 2016.
