Description
The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) intends to award as a Brand Name/Sole Source basis to the vendor, Team Pikes Peak LLC (dba OfficeScapes Colorado Springs) for 24 SteelCase Brody Work Lounges, 18 SteelCase Node chairs, and 17 SteelCase Slim Campfire Tables. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89, effective 15 August 2016. This SteelCase furniture is required by the USAFA McDermott Library, as part of a larger library renovation. The brand name SteelCase furniture can only be provided by OfficeScapes Colorado Springs, 2506 Zeppelin Road, Colorado Springs, CO 80916, a small business which is the only authorized vendor for the region. SteelCase Inc., is a large business. This procurement is for the acquisition of a brand name/sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. The North American Industry Classification System Code (NAICS) is 337214 and the size standard is 1,000 employees. 1. Only one responsible source, and no other, will satisfy current USAFA requirements. 2. The furniture is required to promote collaboration and solitary study options, and match existing furniture on the 3rd floor of McDermott Library. The following summarizes justification of a single source from OfficeScapes Colorado Springs by detailing more specifically the requirements. (a) Carrels must provide solitary, comfortable seats that include power, a small, moveable desktop to accommodate a laptop, and a lamp. Users must be able to sit within a screened pod that is high enough to allow privacy without being completely cut off from the environment around the units. These features of the Brody Carrel are proprietary to SteelCase, and available only through OfficeScapes Colorado Springs. (b) Chairs must include a swivel desktop, casters, and a location in which to store personal items below the seat. The chairs must match existing furniture, including the SteelCase Brody Carrels noted above. (c) Campfire tables must be tall enough for users to work on or use as an occasional table and include power receptacles. Tables must also serve as dividers between lounge chairs or as tables for more than one user. The chairs must match existing furniture, including the SteelCase Brody Carrels noted above. These features of the Campfire tables are proprietary to SteelCase, and available only through OfficeScapes Colorado Springs. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide furniture that meets the requirements described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or an equal product. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Responses must be received NLT 09:00 a.m. MDT on 21 September 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/. The Government intends to award a firm fixed price purchase order processed in accordance with FAR 12 and 13. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
