Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the University of Georgia Research Foundation, Inc. for a research study for Assessing Annual Recruitment of Over-Winter Survival of Juvenile Gulf Sturgeon in the Apalachicola River in Florida for the NOAA National Marine Fisheries Service, Protected Resources Division located in St. Petersburg, FL. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on September 9, 2016 and closed on September 13, 2016. No responses were received. Justification for Sole Source The University of Georgia has been identified as the only known source that can provide the needed research study that will also meet the Government’s intended use because the University of Georgia already has assets deployed on the Apalachicola River system that can be utilized for this research study. These assets will allow the University of Georgia to obtain valuable information on Gulf Sturgeon that other research sources would be able to obtain. The University of Georgia also has the assets necessary to provide the greatest sturgeon sampling effort which increases the success rate for this project.
