- United States Southern Command, Gap in Info Sharing United States Southern Command is interested in identifying a solution that would allow the command to operate on one SECREL network across our theater. Though historically there have been challenges in country personalities and policies, there has been an increase in Partner Nation cooperation. USSOUTHCOM seeks to find a way to secure, store, and transmit bi-lateral data across a multi-lateral network in a way that meets both USSOUTHCOM Intel Community Requirements and Partner Nation concerns. Currently USSOUTHCOM operates multiple SECREL networks within individual countries across theater (e.g., CENTRIXS, BICES, etc.) and/or connects C2 networks to BICES networks through the TNE (i.e., limited to chat, email, and file sharing). The desired end-state is one SECREL network that all Partner Nations can operate on, keeping in mind the specific bi-lateral network requirements for Intel sharing. Closing this "gap" should significantly reduce cost in equipment, applications, and workforce requirements, and eliminate constraints in collaboration. It is also understood that some countries will not be willing to operate on a multi-lateral network; any elimination of stove-piped networks, however, is desired. USSOUTHCOM is seeking both a solution to provide a core set of multi-lateral services (e.g., email, voice, video, chat, email, COP, file sharing) for all Partner Nations to collaborate, and the capability to secure bi-lateral information to ensure only those authorized have access (e.g., dual authentication, encryption, data-at-rest, and/or any additional capability to meet the IC requirement). The attachment titled "SOUTHCOM Gap in Coalition Info Sharing." USSOUTHCOM intends to hold a conference to determine COCOM requirements and/or ascertain interest for this solution on 4 OCT 16 from 09:00am through 03:00pm concurrent with USSOUTHCOM's Tech Day, wherein USSOUTHCOM plans on hosting vendors interested in showing their latest products. The intent of this conference is a one-day event where all government participants meet in the morning to discuss the goal, the challenges, and identify COAs for a way forward. The afternoon will be reserved for a "TED" like event wherein Industry Partners will be given 10-15 minutes to present their ideas for solving the "gap."
