Description
The purpose of this amendment is to respond to questions submitted in an effort to clarify this requirement. The solicitation has been extended to close on September 19, 2016 at 11AM from the original close date of September 16, 2016. QUESTION 1. Would the government please confirm that ALL emergency services are to be provided at "No Additional Cost to the Government", which will include unlimited Bed Bug calls, Termite Inspections and/or treatments, live animal trap and release, etc..? RESPONSE: Per the Statement of Work "Emergency treatment callbacks will be accomplished within twenty-four (24) hours of notification without additional cost to the Government". QUESTION 2. Would the government please confirm/clarify the requirement for certified canine use in Bed Bug treatments and/or inspections? RESPONSE: The Government requires bed bug inspection twice a year. The Government requires canine scent detection. QUESTION 3. Would the government please reference the section of the "1998 VAH Program Guide" that requires certified canine use for Bed Bug treatments and/or inspections? RESPONSE: The facility is not referencing a "requirement". The facility "wants" a vender to perform, twice a year, a canine inspection for the presence of bed bugs. The facility is therefore soliciting quotes from venders to provide such service as part of the overall pest control program. QUESTION 4. Would the government please explain in great detail as to why "Certified Canines" are required for this action in addition to " Kentucky Commercial Certified Operators (structurally competent commercial pest operators)" when Kentucky Pest Control Law does not require such credentials? The Kentucky Dept. of Agriculture or similar authority issues pest control licenses for this action. This is not their requirement, commercial certified pest control operators are permitted to engage in Bed Bug treatments without canine assistance. RESPONSE: The facility is experiencing ever increasing Bed Bug incidents. Bed Bugs are becoming an issue for health care nationally. The use of canine inspection, in this case two times a year, is a prudent addition to the overall pest control program. The facility welcomes quotes for this service. QUESTION 5. Would the government please confirm that this action requires "Fogging" in areas where raw meat and vegetables are prepped? Fogging should not be a first or second option for any Integrated Pest Management (IPM) methodology in food prep areas. Please clarify this requirement. RESPONSE: Treatment of these areas is limited to only times when food is not being held, processed, prepared, serviced, and while not occupied by facility employees. The contractor personnel shall at no time enter facility elevators which are occupied by food service equipment/food while in the possession of pesticides or application equipment. QUESTION 6. Would the government please clarify the Monday - Friday 4 hour minimum requirement. Is the successful awardee required to be between both facilities 4 hours regardless if pest problems do not exist? RESPONSE: Service for control of insects and animals will be performed no less than five (5) days per week, no less than four (4) hours per day for the duration of the contract. Normally, inspection and treatment will be made during the regular work hours, 8:00 a.m. to 4:30 p.m., Monday through Thursday and 7:00 p.m. to 11:00 p.m. on Fridays. Should a government holiday fall on a scheduled day for a pest control application, the contractor may reschedule with the Chief, Environmental Management Service prior to the holiday. QUESTION 7. Would the government please state if an incumbent exist and if so what is the name of the incumbent? RESPONSE: The incumbent for the current contract is Orkin Pest Control. QUESTION 8. Would the government please state the, accurate, annual or monthly Bed Bug treatment and/or inspection totals based on "historical data"? RESPONSE: A schedule has been provided within the statement of work identifying the frequency and location of all treatments and or inspections to be provided. QUESTION 9. Would the government please state if Termite treatments, if required, are included in total pricing and shall be provided at "No Additional Costs" to the government? RESPONSE: The Government requires termite treatments and such should be included in the total pricing at no additional cost to the Government. QUESTION 10. Would the government please state which areas/buildings of Cooper's & Leestown divisions will require Bed Bug service bi-annually (November & May)? RESPONSE: Buildings requiring semiannual bed bug treatment are Bldgs 6, 7 and 8 of the Leestown Division. QUESTION 11. Would the government please state if any buildings at Cooper's or Leestown divisions have been found positive for Termites? If so, have Termite treatments been performed and what Termiticide was used? Please include warranty information, if applicable. RESPONSE: Termite activity was identified in Building 28 attic on the Leestown campus in September, treatment is being scheduled. Termidor is the product most often utilized. QUESTION 12. Would the government please state the most recent date all buildings in the SOW have been inspected for Termites or other Wood Destroying Organisms? RESPONSE: March 2016. QUESTION 13. Would the government please state if the successful offeror will have access to previous pest control records as to aide in Integrated Pest Management (IPM) methodology? RESPONSE: Record are maintained by current vender; request would need to be made through the vender. QUESTION 14. Would the government please state the specific insurance requirements for Bed Bug scent detection Canine dog? RESPONSE: Industry standard QUESTION 15. Would the government please state if a canine dog has been previously used at Leestown or Cooper's division to detect Bed Bugs? RESPONSE: The facility is not currently utilizing canine inspections.
