- A.PURPOSE. The VA Sierra Nevada Health Care System (VASNHCS) requires contractors to provide services as part of its community based Health Care for Homeless Veterans (HCHV) Contract Substance Abuse Residential Treatment Services. The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient supportive services to meet their needs and ultimately, facilitate the improvement of their overall health status and housing situation. B.BACKGROUND. Through the HCHV program, VA provides outreach and case management services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services provided by the VA. The purpose of this solicitation is to obtain offers from Contractors within the VASNHCS catchment who can provide residential treatment and rehabilitative services to Homeless Veterans dealing with substance abuse and gambling addiction. The Contractor will be required to provide a therapeutic and rehabilitative milieu and attendant services targeting the underlying substance use disorders impacting veteran stability and housing status, as determined by VA HCHV Staff. Contractors shall not be required to provide detoxification or other hospital level treatment or services. C.RESIDENTIAL TREATMENT DEFINITION. VA defines residential treatment for substance abuse for homeless veterans as a facility licensed by the State to provide, on a regular basis, treatment rehabilitative service for homeless veterans with significant social and psychological problems. Individuals may have multiple deficits which may include substance abuse, criminal activity, psychological problems, impaired functioning and dissatisfaction with mainstream values. Treatment shall focus on reducing the risk of relapse, reinforcing pro-social behaviors, and reintegration into the community. The duration of treatment depends on an individual's progress. The facility provides food, lodging and supportive services in a structured substance-free environment.
