- The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to PerkinElmer Health Sciences, Inc. at 710 Bridgeport Avenue, Shelton, CT 06484-4750, for the purchase of maintenance agreement for the IVIS Spectrum equipment used at NIEHS, Research Triangle Park campus. The North American Industry Classification System (NAICS) Code is 334516 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that PerkinElmer Health Sciences, Inc. is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. This request is for a Maintenance and Support Contract with PerkinElmer to perform preventive maintenance and repair (as needed) for the Spectrum In Vivo Imaging System currently residing in the animal facility at NIEHS. The Spectrum system carries several proprietary and patented components that are not available from other instruments. It can image both bioluminescent and fluorescent signals, the ability to obtain quantitative data between different animals imaged at the same time and within the same animal imaged at different times. The IVIS Spectrum is uniquely designed for physical calibration to measure actual light photons, allowing such quantitative analysis. Finally, the software that supports this system is proprietary to Perkin Elmer and cannot be obtained from outside sources. The unique characteristics of this instrument require an engineer trained by Perkin Elmer and with access to the IVIS Spectrum parts and computer software for the maintenance and repair of the instrument. No other vendor of electrical or optical service and repair can provide these necessary skills and resources. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Teresa McCall at teresa.mccall@nih.gov and are due by 12:00PM ET on September 19, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
