- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office, Submarines (PEO SUB) Maritime Surveillance Systems Program Office (PMS 485) intends to award a sole-source contract to Kentco Corporation (dba PROTEQ) located at 2325 Dulles Corner Blvd., Suite 470, Herndon, VA 20171 for planning, coordination, execution, logistics support and assessment of field prototype operations for the Theater Anti-Submarine Warfare (TASW) Offset Project. This contract will be awarded to a service-disabled veteran-owned small business (SDVOSB) in accordance with FAR 6.302-5(b)(6) and FAR 19.1406(a). The specific prototype operations scope includes (1) planning: development of the Event Concept of Operations (CONOPS), logistic plan, and Master Event Schedule, (2) execution: Master Event execution, coordination of technology participants and fleet, and logistics plan execution, and (3) logistics management: shipping, manning, installation support, training, ship requirements, and fleet coordination. The highly developmental nature of the systems to be utilized during the prototype operations requires specialized knowledge of and demonstrated experience with Office of Naval Research's (ONR) Persistent Littoral Undersea Surveillance (PLUS) and Carina programs and Defense Advanced Research Projects Agency's (DARPA) Transformational Reliable Acoustics Path System (TRAPS). This subject matter expertise is critical to the overall success of the TASW operations. The contract period of performance will consist of a twelve month base period and one twelve month option period. The estimated value of this contract, inclusive of the option period, is $4.0M. The applicable North American Industrial Classification System (NAICS) code is 541330 with a size standard of $15.0M. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any SDVOSB believing that they can fulfill this requirement may be considered by the Agency. Interested parties may identify their interest and capabilities in response to this synopsis within 15 calendar days of publication.
