- Description
- The U. S. International Trade Commission (USITC or Commission) intends to solicit and negotiate with George Mason University, Fairfax, Virginia, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Dr. Zhi Wang, a Senior Policy Research Fellow with George Mason University's School of Policy and Government possesses the extensive experience required to meet the requirement identified herein. The USITC anticipates award of a contract, on a sole source basis, to George Mason University, Fairfax, Virginia. The period of performance is anticipated to be 12 months from date of award, with two twelve month option years. The Commission has been involved with the Asia-Pacific Economic Cooperation (APEC) Trade in Value Added (TiVA) project since 2014. The global economy is increasingly structured around global value chains (GVCs) that account for a rising share of international trade, global Gross Domestic Product (GDP) and employment. Measuring TiVA has become a necessary tool that the Commission uses to conduct GVC related analyses. Dr. Wang, with his extensive knowledge and experience, who has played a critical role in the APEC TiVA database project, will provide the Commission technical work for the APEC TiVA project and Global Value Chain. Anticipated deliverables will include hands-on training to selected USITC and other Government economists to perform data reconciliation, TiVA database construction, and GVC analyses under the gross trade accounting framework, in addition to final versions of a database of Input/Output Tables (IOT) harmonized to a common year and sectors, and a final version of databases with computer code and documentation. This Notice is not a request for competitive quotations. The intent of this Special Notice is for informational purposes only. However, any information received within five (5) days after the date of publication of this Special Notice will be considered by the Government.
