- Source Qualification Statement (SQS) SOURCES SOUGHT FOR THE F-16 C and D MODEL 550 KNOT TRANSPARENCY PRODUCTION REFERENCE NUMBER: F-16_Transparency_Production_2016 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 336413 which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This announcement is a Sources Sought Synopsis and is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein. PROGRAM DETAILS: The Air force is issuing this replenishment spare production sources sought announcement as part of a market survey for replenishment spare production of the F-16 C and D model 550 Knot transparencies. The transparency is a large, multi-layered, polycarbonate, single piece, bubble shaped, self-contained unit that installs in the movable portion of the canopy and provides a large aerodynamically shaped transparent enclosure for the cockpit. The F-16 C utilizes two configurations (CLEAR and SOLAR). The F-16 D utilizes four configurations (CLEAR FWD/AFT, SOLAR FWD/AFT). Currently the Air Force is aware of two qualified sources that can produce an F-16 transparency. They are: Texstars LLC (Cage 12849) and Sierracin Corporation (Cage 12035). Both of these companies have their own design and have proprietary rights to their design/process. Failure to procure this item from a fully qualified source can result in operational failures that will compromise the mission capability of the F-16. CAPABILITIES: The respondent must be able to demonstrate the ability to obtain or create those resources necessary to produce F-16 transparencies. RESPONSE: Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. White paper responses to this Notice are due on or before 30 March 2017. Parties interested in producing F-16 transparencies will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS).
