Description

The Department of Veterans Affairs, NCO 20, in accordance with FAR 13.106-1(b)(1) (single source), intends to negotiate on a sole source basis with the American Red Cross, for blood and blood products for the VA Portland Healthcare System in Portland, OR, and Vancouver, WA. NAICS 621991 applies. This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide the critical blood products on a routine, ASAP and STAT basis in accordance with FDA, American Association of Blood Banks (AABB), and College of American Pathologists (CAP) requirements. Responses must be received no later than 15:00pm PST on 18 Sep 2016. All responses must be e-mailed to Krystal.weeks@va.gov.
