- The National Institute of Environmental Health Science (NIEHS) intends to award a purchase order to Noldus Inforrmation Technology, Inc., 1503 Edwards Ferry Road, Suite 310 Leesburg, VA 20176. The North American industry Classification System (NAICS) Code is 511210 and the business size standard is 38.5. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Noldus Information Technology, Inc., is the only known responsible source capable of providing the required softwaret and no other product will satisfy the agency's requirements. The purpose of this requirement is to purchase Ethovision XT, Observer XT, and UltraVox Software. The Noldus software package is specialized software for fear conditioning that can provide precisely controlled presentation of stimuli and electric foot-shock to the experimental subject. The Noldusa Software provides the following unique features for this requirement, which include: The Observer software that will allow us to integrate manually scored data with the automated data so that we can validate the automated measures of freezing. The Ultravox system allows us to measure the characteristic changes in ultrasonic vocalizations during fear conditioning. The External Data Module allows for syncing of all of these measures together with any other simultaneously recorded measures such as photometry or electrophysiology. The Ethovision software with the multiple arena module allows for multiple arenas to be run in real time, which allows the software to control the Med Associates hardware, but will also allow it to control many other manipulations, such as optogenetic stimulation. The programming of this control and the synchronization of multiple data sources is achieved through a streamlined, user-friendly interface that allows for an extremely efficient and powerful means of programming and analyzing complex data sets. The Noldus software package is the only software product that can be used with the existing Noldus software packages used in the lab. The additional software upgrades will synergize with the exiting software and provide additional advantages in research. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Valarie K. Sims at sims3@niehs.nih.gov and are due by12:00 PM on September 19, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
