- ISR Needs Statement DOD-ISR Industry Collaboration Registration TITLE: DOD-ISR Industry Collaboration Registration DESCRIPTION: DOD has interest in emerging and game changing ISR platforms and associated sensor technologies (Group 4 and above) to improve Special Operations support. A DOD-ISR Industry collaboration event will be held at John Hopkins University Applied Physics Laboratory (JHU/APL) in Laurel, MD on October 4th and 5th 2016 that will host up to 100 SECRET cleared Industry representatives each day. During the event DOD will discuss ISR platform and sensor needs and identify potential opportunities to partner with industry. DOD will also cover the submission process to participate in a follow-on event, the Technology Review scheduled for November 28th through December 2nd 2016. SYNOPSIS: DOD-ISR Industry Collaboration Registration A. INTRODUCTION: This notice is NOT a Broad Agency Announcement (BAA), solicitation for proposals, proposal abstracts, or quotations. It is DOD's desire to inform and influence industry's internal investment decisions in areas that address sensitive and urgent needs. Many in industry have expertise, capacity, funding, and a desire to better understand and invest in DOD unique needs. B. OBJECTIVE: The purpose of this Special Notice is to notify Industry that on-line registration for the 2016 DOD-ISR Industry Collaboration at the JHU/APL in Laurel MD on October 4th and 5th 2016 will open at 12:00 PM EDT on September 14th 2016. DOD's highest priority with regard to this Special Notice is in identifying near (1-2 years) and mid (3-5 years) term solutions relative to the Group 4 and above ISR platforms. Second in importance are ideas for new platforms, technologies, sensors and concepts in the out years (6 years +). Finally, DOD remains interested in new technologies and capabilities associated with Group 3 and below ISR platforms - near, mid and far term. DOD has interest in the following representative examples. Full requirements will be presented during the October 4th and 5th 2016 meetings: Sensor Enhancements -Multi-Modal Sensor Resolution Improvements -Through the Weather -All Terrain/Topology to include Foliage Penetration (FOPEN) and Occluded Geometries -Multi-Point Command and Control -Gimbal Improvement to include behavior at Nadir -Gimbal and Sensor Components Modularity Data -Bandwidth Management - Data Transmission (long haul and multiple terrains) - Image Resolution/Processing -Multi-Point Data Distribution -On Board Processing -Lossless Compression Algorithms -On Demand Data Retrieval DOD does NOT anticipate issuing Requests for Proposals and/or awarding contracts as a result of this Special Notice. Instead, DOD aims to work towards collaborative agreements with selected Industry partners as they develop proprietary technologies for the market which address specific DOD technology and capability needs. C. EVENT SPECIFIC INFORMATION: All attendees must be U.S. citizens and possess a valid US security clearance at the SECRET level or above. Cell phones and other electronics will not be permitted at the DOD-ISR Industry Collaboration event. Attendees will only be allowed to take unclassified notes during the session. D. ATTENDEES: DOD desires creative engineers, scientists, designers, technicians, system developers and project managers to attend this event. Highly qualified candidates should register early as space is limited. All attendees must attend the mandatory introductory briefing by DOD leadership at 0900 on the day of their attendance, either October 4th or 5th 2016. Attendees are responsible to coordinate their lodging and transportation requirements. Attendees will receive additional administrative requirements for attendance and other event details via the collaboration website on or after September 14th 2016 as detailed in paragraph E. E. REGISTRATION: The DOD-ISR Industry Collaboration registration website will open at 12:00 PM EDT on September 14th 2016. The website address is: http:/www.cvent.com/d/wvqpkx. Registration will close when 200 confirmed/approved registrants (100 each day) have been validated and/ or NLT September 26th 2016. There will be up to 100 confirmed Industry attendees permitted per day, and attendees can only register to attend one day of the event, either October 4th or 5th 2016. The registration website will provide additional information for sending attendee security clearance information to JHU/APL Security representatives. F. SPECIAL NOTICE: DOD will utilize contractor consultants/advisors to assist with facilitating this event. All advisors shall comply with procurement integrity laws and shall sign non-disclosure agreements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure consultants/advisors comply with requirements for safeguarding proprietary data. Contractor consultants/advisors will also be involved in follow on collaboration with selected Industry partners, including managing and maintaining websites/databases and other DOD assigned tasks.
