Description
SYNOPSIS FOR LANDING CRAFT AIR CUSHION (LCAC) PROPELLER SYSTEM ENGINEERING AND TECHNICAL SUPPORT SERVICES THIS REQUIREMENT HAS BEEN CANCELLED. The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to award a sole source firm fixed price contract to GE Aviation Systems LLC DBA Dowty Propellers, 114 Powers Ct., Sterling, VA 20166-9321 for engineering and technical support services. The resultant contract will have a base year period of performance of 12 months with four option periods of performance each also consisting of twelve months. Engineering and technical support will specifically support the assessment and investigation of component problems, maintenance, repair and development of product improvements to the LCAC Propeller System, components and assemblies. This effort will be performed at the Contractor's facility. This acquisition is unsuitable for full and open competition for the following reasons: • Provision of these services requires the use of proprietary Original Equipment Manufacturer's data and tooling that currently reside solely at GE Aviation. • As the propeller system components are proprietary to the GE Aviation, no other manufacturer has supplied these system components or design alteration data since the original contract. Thus, GE Aviation is the only source that can technically supply the required services because of their unique and in-depth knowledge of the LCAC propeller system proprietary design. The Government intends to solicit and negotiate with only one source. Parties interested in this requirement may submit capabilities statements, via e-mail, to Stuart Burman at stuart.burman@navy.mil by 10 June 2016. Requests must be marked with this synopsis designation number and should include the interested parties' company name, address, telephone number, commercial and government entity (CAGE) code, point of contact and clearly identify the interested parties' capabilities to meet the Government's requirements considering the information contained in this sources sought. Responses shall be limited to 10 8 ½ by 11 inch pages and shall be in Microsoft 2010 or later version or in PDF format. Contract Data Requirements List (CDRLs), required during the performance of the resultant contract, shall be delivered via F.O.B. Destination to the Naval Support Activity (NSA) Panama City Receiving Office, 110 Vernon Ave., Panama City, FL. NAICS: 336413. Small Business Size Standard is 1,250 employees. PSC L016 applies.
