FEDBIZOPS NOTICE OF INTENT FOR BRAND NAME ONLY REQUIREMENT: The 10CONS/LGCB, Operational Contracting Office, USAF Academy, US Air Force Academy received a Brand Name or equal justification for the purchase of TESCAN MIRA -3 Scanning Electron Microscope and accessories. This procurement is for the acquisition of a Brand Name Only commercial item using simplified procedures in accordance with FAR Part 12 and 13. The North American Industrial Classification System (NAICS) number is 334516 and the business size standard in employees is 500. Only the following brand names for the following items will satisfy the USAFA requirement: TESCAN MIRA-3 GMU Variable Pressure Schottky FE-SEM DA-08-00 Interface flange with coplanar EDS-EBSD ports, LHS of chamber Upgrades the Standard Retractable BSE Detector to Al-coated BSE Detector TESCAN Motorized Retractable Rainbow CL 4-channel Color Cathodoluminescence Detector This brand is currently in use and compatibility is essential for continuity of data. No other brands have been identified that are compatible with data acquired by existing Tescan Corporation Vega 25BU. This request is issued for the USAF Academy 81 MDSS/ SGSE Kessler AFB. Market research has determined that TESCAN is the only authorized distributor of their products. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required brand name or equal device with all of the features and functions of the requirement described below may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal capability. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 12:00 pm Mountain Standard Time (MST) on 25 September 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System For Award Management (SAM) at http://sam.gov/. The Government intends to award a Firm Fixed Price contract processed IAW FAR 12 and 13. The closing date of this synopsis is 12:00 pm, Mountain Standard Time (MST) on 25 September 2016. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timeliness for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). This project may be cancelled based on fiscal year requirements. The characteristics of the Scanning Electron Microscope requirements are: Capable of both Finite Elements Scanning Electron Microscope (FESEM) as well as Environmental (low pressure) imaging capabilities. Pressure adjusted by computer to best imaging capabilities; Capable of 500 Pa pressure in low vacuum mode; Dry, lubricant free (Oil-free) vacuum pump; 3 Imaging lens capability with wide field capability; High Resolution digital image capture (16k x 16k pixels) Everhart-Thornley Secondary Electron Detector with YAG scintillator Retractable YAG Backscattered Electron Detector (UHV bellows retractor) Integrated Picoammeter with continuous display of beam current Infrared Chamber TV Camera Multi-ported specimen chamber, at least 285mm (width) x 340mm (depth) internal dimensions, 12+ ports 5-axis internal stage ( direction capability X=130mm, Y=130mm, Z=100mm with 360- degree rotation and tilt capability Can support samples up to 8 kg in weight Active vibration cancellation system UPS power back-up system Does not need water cooling 120Volt/60Hz power Must be compatible with data acquired by existing Tescan Corporation Vega 25BU VegaTC version. Loss of data would be devastating to mission and would require countless hours remaking samples and starting projects again with new baseline data. Must be compatible with existing third party additional modalities (EDX and EBSD) without requiring equipment to be reconfigured. Windows 10 required for the operating system. At least a 24" wide screen LCD monitor.
