- Q&A Round 3 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request For Proposal (RFP). Submit written offers IAW CLIN structure outlined in announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89 (effective 15 Aug 2016) and DFARS DPN 20160811 (effective 11 Aug 2016). The North American Industrial Classification System (NAICS) code is 334112 and the size standard of 1,250 Employees apply to this procurement. Purchase Request #: F4D3D76166AQ01 Project Title: Electrical SCADA/HMI System Upgrade 1. Proposal should conform to the CLIN structure as established in the Proposal Template. 2. Proposal shall be valid through 30 Sep 2016. 3. All questions or comments must be provided in writing via email to the Contract Specialist (CS) Alex Cordell, alex.cordell.1@us.af.mil, and Contracting Officer (CO) Lucy Ngiraswei, lucille.ngiraswei@us.af.mil, NLT 02 Sep 2016. Telephone and other means of oral communication will not be permitted. 4. Proposal must be sent to Contract Specialist Alex Cordell at alex.cordell.1@us.af.mil / Lucy Ngiraswei at lucille.ngiraswei@us.af.mil no later than 4:30PM PST Friday, 16 September 2016. The contract will be Firm Fixed Price with the CLIN structure reflected below. Parts must be ordered/install initiated within 30 days of award. Description of Supplies: The Contractor shall provide all labor, supervision, materials, supplies, tools, equipment, transportation, expertise, and other items necessary to provide the upgrade to the electrical SCADA/HMI software and server in Building 11439 at Vandenberg AFB, CA as defined in this Statement of Work (SOW). CLIN 0001 - Electrical SCADA-HMI System Software Package, COPA-DATA Zenon Energy Edition or Equal. CLIN 0002 - Electrical SCADA-HMI System Server for both 12kV & 70kV SCADA Systems, COPA-DATA Zenon Energy Edition or Equal. CLIN 0003 - Install Software Package & Program SCADA/HMI System for five (5) workstations.
