- NASA Goddard Space Flight Center has a requirement for the design and build of a Prototype Telescope for the eLISA mission. NASA/GSFC requires the support for the fabrication and alignment of a prototype telescope for the eLISA mission. NASA will use the telescope to evaluate and model these and additional requirements intended for a future flight telescope. The telescope is intended for laboratory use only. It is not a flight unit. It is anticipated that there will be at least one other iteration of the telescope design before an engineering design unit (EDU) is constructed. The complete procurement is to acquire a telescope, made from single-crystal silicon, which meets specific optical, mechanical, and environmental requirements. The vendor shall design the new telescope in collaboration with the Goddard team, and shall model the steady state temperature distribution and its resultant deformation. The Goddard team will model the resultant wave front and path length. NASA will provide a model and technique for stability analysis at a single frequency of variation in solar and avionics thermal fluxes: this will serve as an estimate of the dynamic behavior under expected thermal fluctuations. The work is split into three phases. Phase 1a, Conceptual Design, will include using the reference optical design supplied by Goddard (either as is, or as a starting point) to develop the preliminary mechanical design into a complete conceptual design including mirror models (Solid Works), thermal models (Thermal Desktop) mirror mounts, materials choices, alignment plan, and anything else needed to build a prototype. This work will culminate with a Conceptual Design Review. The results of the conceptual design process will be used in Phase 1b to develop a Preliminary Design, including analysis of the design that will end with a Preliminary Design Review. Phase 1c, Critical Design and Analysis will take the preliminary design, perform any additional required analysis, and advance the design. Phase 2, manufacture of the mirrors and components. Phase 3, the alignment and testing of the complete telescope under laboratory conditions. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to Zygo Corporation. The estimated period of performance for this firm fixed price (FFP) contract will be 16 to 18 weeks. The procurement effort for Phases 2 and 3 will be a separate contract action. Zygo has the capability to work with single-crystal silicon (SCSi), a material with unique optical, mechanical, and thermal properties that are a good match to the requirements of the eLISA telescope. No other company has the capability to work with SCSi to fabricate both structural and mirror components. Zygo Corporation has extensive experience building, testing, and flying optical systems in space. Zygo Corporation has unique capabilities that will ensure successful achievement of the eLISA telescope's schedule and technical performance requirements. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 30, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable.
