Description
Please read this notice carefully, as it constitutes the only notice that will be published. The Federal Bureau of Investigation (FBI) intends to award a one-time sole source contract with Smith's Detection, 2202 Lakeside Blvd, Edgewood, MD 21040-1102. The Government intends to negotiate with only one source under the authority of FAR 8.405-6(b). This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334519 - Other Measuring and Controlling Device Manufacturing, and the small business size standard is 500 employees. The FBI has a standardized requirement for a 100100V Dual-View version (2IS) of a Large Parcel Cargo/Pallet X-Ray Machine. The Dual-view x-ray machines present a vertical & horizontal view simultaneously, providing a complete perspective of complex parcels regardless of the package orientation in the x-ray system. This feature improves throughput and object discrimination, eliminates the need for screeners to reposition and re-scan parcels in high-security environments, and facilitates the reliability of inspections of tightly-packed objects in one process while shortening inspection times. Other key required features include but are not limited to: low conveyor belts at a maximum of 24.4" (+/-1") for ease of lifting heavy/large parcels onto the belt, optimized conveyor load of 220kg allowing for fast screening of break bulk cargo, and typical steel penetration at a minimum of 37mm to provide for the ability to see through denser steel items. This one-time order is for immediate delivery. It is in the best interest of the Government to award this one-time sole source contract to Smith's Detection. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond for this requirement by 5:00 EST p.m. on Wednesday, September 21, 2016 by email to the attention of Alison Lane, Contract Specialist at: alison.lane@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether a competitive procurement exists. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
