- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), in Ann Arbor, Michigan, requires a contractor to provide an objective source of automotive market expertise, who shall have a long established and successful record of forecasting future manufacturer vehicle sales and vehicle segment sales to rely on as a source of data. The EPA requires forecasts of vehicle sales based on fuel prices it will supply, but also requires proper segmentation of the vehicle fleet. FOB Destination in accordance with the specifications and procedures outlined in the Statement of Work. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 519190 - All Other Information Services with a small business size standard of $27.5 million. The contractor shall create vehicle segments based on three criteria: size, body type, and status. Size shall consist of six descriptors: micro, mini, compact, small, midsize and large. Body shall consist of six descriptors: car, sporty, SUV, van, MPV, and pickup truck. Status shall consist of three descriptors: non-premium, premium, and super premium. Both size and body are traditional categories that should not require additional explanation although status does need to be defined. Status is defined by manufacturer where: premium manufacturers are Acura, Alfa Romeo, Audi, BMW, Cadillac, Fisker, Infiniti, Jaguar, Land Rover, Lexus, Lincoln, Mercedes-Benz, Porsche, Saab, Tesla, and Volvo; super premium manufacturers are Lotus, Maserati, Aston Martin, Bentley, Lamborghini, and Rolls Royce. Non-premium are all other makes in the industry. The EPA will provide three sets of fuel prices, and the contractor shall provide a yearly forecast of vehicles sales (2012-2035) for each segment vehicle in a manufacturer's fleet. The contract will also supply a forecast of each vehicle in the manufactures fleet from for the years 2012 to 2022. The contractor will split the large pickup and large premium pickup truck segment into two separate segments. The first segment will include pickup trucks that are ½ ton (1500/Non HD). The second segment will include pickup trucks that are greater than ½ ton (3/4 ton/2500/3500/HD). These forecasts will be absent any effect of both future greenhouse gas and future fuel economy regulations (after 2021) from both the EPA and NHTSA. This means that the forecast will assume CAFE and GHG standard will stay at the 2021 level for 2022-2035 model years. Further details and information can be found in the attached Statement of Work. The solicitation number is RFQ-OH-16-00203 and is issued as a request for quotation.
