Law Enforcement Capacity Building Team Leader Mexico City, Mexico Issuance Date: 09/15/2016 Closing Date: 10/13/2016 SOLICITATION NUMBER: PSC-16-061-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below BACKGROUND The Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) manages and funds bilateral narcotics control and law enforcement professionalization programs in Mexico that total over $50 million in budget annually. INL is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the DOS. INL's foreign assistance programs are designed to complement Mexico's efforts to establish a functional public security system and enhance its criminal justice institutions. These program activities include; law enforcement enhancement projects with the Government of Mexico (GOM) administered by the INL Section of the U.S. Embassy. A complex, politically sensitive program of this size requires strong operational management and oversight to fulfill U.S. foreign policy goals. INL Mexico City requires a Law Enforcement Capacity Building Team Leader with significant management and supervisory skills. In addition to expertise in implementing, monitoring and reporting on narcotics control and law enforcement enhancement projects, preferably in Latin America. The purpose of the personal service contract is to provide a Law Enforcement Capacity Building Team Leader who is responsible for operational supervision of the Law Enforcement Capacity Building Team. The Team Lead will coordinate with other personnel and agencies within the Embassy, who are tasked with the design and implementation of programs aimed at improving the institutional capacity of training and advisory programs. DUTIES AND RESPONSIBILITIES 1. Supervise other PSCs, Third-Party Contractors (TPC) and Locally Engaged Staff (LES). 2. Provide advice and assistance to the U.S. Embassy and INL Front Office (FO) leadership to ensure the successful implementation of U.S. law enforcement enhancement programs in Mexico. 3. Provide leadership, foster an inclusive, friendly, professional environment for team members, in which teamwork, professional development and collaboration among team members is encouraged. 4. Review and coordinate each PSC, TPC, and LES assigned projects under their purview, provide regular, periodic feedback, and draft annual evaluation of the individual's work performance. 5. Mentor the training staff, particularly new hires. 6. Serve as the liaison with various USG agencies and international entities working on law enforcement, specifically on short, medium, and long-term training strategies for Mexican federal, state, and municipal law enforcement entities. Specific law enforcement groups include the police recruits, investigators, analysts, tactical personnel, and managers/leaders. 7. Ensure close coordination with Mexican government organizations (e.g., Attorney General's Office, Federal Police, Federal Judiciary, Corrections authorities, and state and local entities in the development and conduct of relevant programs. 8. Work with U.S. law enforcement agencies represented at Post to coordinate U.S. training into an integrated plan that contributes to a strategic training program as co-developed by the U.S. and Mexico. 9. Communicate, coordinate and consult with INL/WHP and other INL Washington entities on the planning, development and implementation of law enforcement training programs and projects, and do soon a timely and regular basis. 10. Report on developing trends in Mexican law enforcement to INL, U.S. Embassy, INL/WHP, and other INL entities. 11. Provide advice and counsel to Washington based staff to improve long term planning and support for our law enforcement enhancement projects in Mexico. 12. Review existing analyses of Mexican law enforcement institutions and propose and develop appropriate plans and strategies for training and capacity building. 13. Plan, design, and evaluate law enforcement training programs based on bilateral strategy co-developed by the GOM and the USG, ensuring that the projects will advance U.S. goals in Mexico by building strong institutions. This will include the regular drafting of task orders, terms of reference, and statements of work to make use as required to access INL resources or contracted support for INL law enforcement training programs. 14. In conjunction with Project Coordinators, conduct management and oversight of Law Enforcement programs and projects in order to ensure successful outcomes. Capture lessons learned for future law enforcement training missions to the Mexican states on rapidly developing events. Establish appropriate performance metrics for all projects and programs, including a monitoring and evaluation (M&E) plan. Oversee all "one pagers" to INL to insure linkage between performance metrics and program outcomes. 15. Provide advice and assistance in preparation of documentation for procurement of training and training-related equipment and commodities and the monitoring of procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, and delivery and acceptance documents for items procured. Comply with end-use monitoring (EUM) requirements for USG-supplied commodities and assist with preparation of the annual EUM report (Phase I and II). 16. Provide advice and assistance in the preparation of weekly and monthly INL reports, responses to Congressional inquiries, the annual International Narcotics Control Strategy Report (INCSR), and fulfillment of other reporting requirements. Write regular reports and cables as directed by INL detailing pertinent activities in the international narcotics control training projects 17. Brief State Department, Congressional and other visiting officials and new embassy staff in the role of INL and the status of U.S.-Mexico narcotics control efforts 18. Attend Embassy meetings and national and international conferences and seminars, as required by the INL Director, briefing the Director and reporting on major issues covered. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIP The Law Enforcement Capacity Building Team Leader will serve under the day-to-day direction of the Foreign Service (FS) Law Enforcement Coordinator and will coordinate with all employees under Chief of Mission authority with assigned Law Enforcement Enhancement duties to ensure oversight and non-duplicative efforts in the Mission. The Law Enforcement Capacity Building Team Leader will be rated by the FS Law Enforcement Coordinator, which is reviewed and approved by the INL Deputy Director. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Mexico, which is of significant interest to the public and to Congress. MINIMUM REQUIREMENTS 1. U.S. citizenship, and able to obtain/maintain a Department of State (DOS) Secret security and medical clearance. 2. Must have a Bachelors degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs, or public administration. 3. Ten years of demonstrated experience in the area of management and training, in law enforcement operations or other senior level managerial experience. 4. Five years of demonstrated experience in law enforcement, with experience in law enforcement systems, doctrine, and practices. 5. Superior negotiation, interpersonal and managerial skills. 6. Demonstrated experience in planning, strategizing, implementing and reporting on projects, including familiarity with basic requirements and mechanisms for contract management and procurement. 7. Proficient in Microsoft office Suite. 8. Excellent oral and written English communication skills. 9. A high degree of proficiency in Spanish both oral and written. Able to converse fluently with the GOM contacts or to draft correct correspondence relating to the technical aspects of the project in Spanish. PREFERRED KNOWLEDGE AND SKILLS: 1. Five years of demonstrated experience working in international environments. 2. Knowledge of the inquisitorial civil law system and adversarial, oral systems. 3. Demonstrated experience working at a U.S. Embassy, the U.S. Department of State or other international or development organization. 4. Demonstrated experience managing large assistance programs. 5. Understanding of U.S. foreign policy and interagency process, as well as knowledge of U.S. foreign policy regarding the continued development of justice reform and law enforcement capacity building. 6. Ability to work effectively with host-nation counterparts, departments, and ministries to further U.S. program goals and objectives and communicate those issues in a timely and concise manner. 7. Familiarity with international organizations involved in justice program components in missions around the world, and demonstrated understanding of the requirements for coordinating U.S. programs. EVALUATION FACTORS Factor 1: Supervision (30 points) (30 points) Offeror's demonstrated proven ability to supervise project coordinators and build strong teams to implement federal, state, and local law enforcement capacity building projects. Factor 2: Diplomatic, Interpersonal, and Communication (20 points) Offeror's demonstrated Diplomatic, interpersonal and communication skills sufficient to build unity of effort with members of relevant USG agencies, Host National representatives, and the international community in developing and coordinating law enforcement capacity building programs. Factor 3: Subject Matter Expertise (20 points) Offeror's ability to provide subject matter expertise (SME) and policy guidance to senior level policy makers within the Embassy and INL. Experience and knowledge of acquisition, procurement, and contracting processes, as well as drafting necessary documentation in a timely manner. Factor 4: Management (15 points) Offeror's demonstrated experience and ability to manage, supervise, and assess current programs and projects to provide quality oversight and assure outcomes and to assist in developing and implementing plans and performance measures for improving U.S. capacity to implement law enforcement training programs. Factor 5 Past Performance (15 points) Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
