Description
Specifications for a Excess Isotopic Water Analyzer The USDA Forest Service, Northern Research Station intends to initiate a Request for Quote (RFQ) procurement action and award a Firm-Fixed Price contract for a Excess Isotopic Water AnalyzerThermogravimetric Anaylsis Instrument. The contractor shall furnish a commercial, research-grade Thermogravimetric Analysis (TGA) Instrument to be used for research at the USDA Forest Service, Northern Research Station, Forestry Sciences Laboratory. The acquisition is solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR). A Firm-Fixed-Price contract will be awarded to the lowest-priced technically acceptable offeror. Proposals will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of "acceptable" in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical proposal of the lowest-priced offeror and will award to that offeror if the technical proposal is rated "technically acceptable". If the lowest offeror receives a rating of "unacceptable" in any of the non-cost factors, the Government will then move on to evaluating the technical proposal of the next lowest offeror and so on until a proposal is rated "technically acceptable". Therefore, the technical proposals of the non-low price offerors may or may not be evaluated. Solicitation documents, plans and specifications will be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/ and via eBuy. No hard copies will be issued and no written or fax requests will be accepted. Proposals are due on September 21, 2016. Proposals may be e-mailed to Michael Ash at the following e-mail address: mikeash@fs.fed.us. The NAICS Code for this project is 334516 with a small business size standard of 500 employees. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM as required by FAR 4.1102. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
