Description
REDACTED J&A This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W52P1J-11-D-0060 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contract Command - Rock Island intends to award a modification to extend the existing Heavy Lift 7 Contract W52P1J-11-D-0060 for the period of 01 March 2017 through 31 August 2017 under the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. The contract period of period of performance was initially for a base year plus four option periods. FAR clause 52.217-8 was exercised for a period of 01 September 2016 through 28 February 2017. The initial solicitation W52P1J-10-R-0132 was originally synopsized, as well as the original issuance of the contract W52P1J-11-D-0060. The option to extend services under FAR clause 52.217-8 was synopsized on 06 May 2016, with this six-month extension included as an additional option. The expected modification date for this six-month extension is no later than 28 February 2017, effective 01 March 2017. The six-month extension is intended to be awarded to IAP Worldwide Services under 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. A follow-on competition is underway for the follow-on Heavy Lift contract and a draft PWS has been posted to FedBizOps. This modification will continue critical line haul support services throughout the Kuwait and Central Command AOR. Services to be provided include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services. All responsible source may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice
