Attachment 1: Quote Submittal Worksheet (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number AG-SPEC-S-16-0045 is issued as a Request for Quotation (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. The government intends to award a firm-fixed price contract as a result of this solicitation. Questions regarding this RFQ will be accepted until solicitation close date/time, however, quotes must be received by deadline. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective: 15 Aug 2016, which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. (iv) This is a 100% small business set aside. The applicable NAICS code is 532411 Lease or Rental of Equipment- Ship and Marine Equipment, which has a size standard of $32.5 Million. For more information on size standards visit http://www.sba.gov/size. (v) Contract Line Item Numbers (CLINs). CLIN 001 Marine Transportation Rental and associated expenses for Inspection Services for the TE-48 Raccoon Island Vegetative planting contract. (vi) Description of Requirement. NRCS will require transportation for up to 4 personnel to perform inspection services for the TE-48 Raccoon Island Vegetative Planting project for a maximum of 30 days to be scheduled between 09/21/2016 and 10/31/2016, with exact dates to be determined by NRCS after contract award. Work involves transporting the NRCS inspector and up to 3 other NRCS personnel to the job site in the morning and returning in the afternoon. Boat will depart from CoCo Marina, Cocodrie, La., travel to job site at Raccoon Island and return to Coco Marina. The contractor shall provide marine transportation to include; rental of a 28' cabin boat, delivery, fuel, maintenance, a licensed captain, M&IE if required, boat slip rental, a substitute boat if required, and all other applicable items/services required to provide safe and reliable transportation. Work Period: Up to 6 days per week. Work Time: Up to 10 hours per day (8AM-6PM). (vii) Date(s) and Place(s) of Delivery and Acceptance. Period of performance 09/21/2016 - 10/31/2016. Work will begin Wednesday, September 21 (9:30 AM) and Thursday, September 22 (8:00 AM), for staking out the job site on Raccoon Island. There will be 4 NRCS personnel required to travel to the stake out. Additional service dates/times, within the limits of the terms of this order, will be scheduled after contract award. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addenda also apply. Offerors must read and follow these additional instructions to receive consideration: a. System for Award Management (SAM) Registration: All Contractors must be registered in the System for Award Management (SAM) prior to award of a Federal Contract. However, due to the need to promptly award a contract after receipt of proposals, registration in SAM, to include completion of the Representations and Certifications, and having a status of "Active" is required BEFORE submitting a proposal. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
