Description

This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described in the Statement of Work (SOW). Potential offerors are invited to provide information via e-mail to shawn.oneil1@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition according to SOW. Potential contractors shall provide, at a minimum, the following information to shawn.oneil1@va.gov: 1) Name, address, point of contact name, phone number, and e-mail address. 2) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quote nor does restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company's ability to provide the service above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest, however, preference will be given IAW VAAR 819.7004 Contracting Order of Priority. The Government must ensure there is adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pays for information solicited. This synopsis is not a solicitation announcement for Request for Quote. No formal solicitation document exists at this time, and no contract will be awarded from this announcement. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by 5:00 PM (PDT) on Tuesday, September 20, 2016. STATEMENT OF WORK (SOW) 1. Contract Title. Service to provide Court Reporter Transcription service to the VA Roseburg Healthcare System. 2. Background. Court Reporter Transcription service is to be provided for recording and transcription of Administrative Investigation Boards (AIB) and any other legal interviewing conducted by VA Roseburg Healthcare System. 3. Scope. Court Reporter Transcription service is to be provided for recording and transcription of Administrative Investigation Boards (AIB) and any other legal interviewing conducted by VA Roseburg Healthcare System as described in Specific Tasks. It is estimated that there will be intermittent on-call services that could average 80 hours annually. Actual hors may be less or more depending on facility requirements. Transcription pages may average 1,000 total pages annually. 4. Specific Tasks. Court Transcription service for VA Roseburg Healthcare System. Task 1. The Contractor shall provide all labor, materials and equipment necessary to provide court reporter/transcriptionist services within 72 hours of an order being placed. Task 2. The Contractor shall deliver indexed copies of the verbatim hearing transcript at a time specified by the judge conducting the hearings which may include expedited processing. Task 3. The Contractor shall ensure that the services provided meet industry standards for court reporter/transcriptionist services. Task 4. The Contractor shall remain available throughout the duration of the hearings which may extend past normal business hours. 5. Performance Monitoring (if applicable). Performance monitoring will be quarterly review by Human Resources to ensure quality work and services. 6. Security Requirements. Contractor is to ensure compliance accordance with HIPPA. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Not applicable 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Not applicable b. Identification of Potential Conflicts of Interest (COI). Not applicable e. Inspection and Acceptance Criteria. Not Applicable. 9. Risk Control Recorder is to ensure that all Items are secured in accordance with HIPPA. 10. Places of Performance. VA Roseburg Healthcare System 913 NW Garden Valley Blvd Roseburg OR 97471 VA Eugene Health Care Center 3355 Chad Drive Eugene, Oregon 97408 11. Period of Performance. As follows: "Start effective October 1, 2016 to be completed no later than September 30, 2017 oMust have recorded, transcribed, two double spaced copies plus disk. 12. Delivery Schedule. Services will be provided Monday through Friday (excluding official holidays) upon 72 hour notice of interview times..
