- NOTICE TYPE: PRESOLICITATION NOTICE The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Vitrolife, Inc. at 6835 Flanders Drive, Suite 500, San Diego, CA 92121 for the purchase of a Time Lapse Embryo Monitoring System to be used by the Reproductive and Developmental Biology Laboratory (RDBL) at NIEHS. The North American Industry Classification System (NAICS) Code is 334516 with a size standard of 1,000 employees. THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This notice of intent is NOT a request for competitive proposals. It has been determined that Vitrolife, Inc. is the only known responsible source capable of providing the required supplies and no other supplies will satisfy the agency's requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The purpose of this acquisition is to obtain a time-lapse embryo monitoring system that monitors embryos inside of existing calibrated and reliable laboratory incubation equipment in a research laboratory. System must use minimal light levels to prevent embryo toxicity and function continuously while embryos are located within the incubator. Software must record, analyze, compare, and report embryo development accurately over several days of culture. Equipment footprint size must be limited to allow for small amount of laboratory space available for placement. Other related equipment for monitoring embryos during development exists but all the alternatives are stand-alone systems that include incubators. This feature makes the footprint of the systems much larger such that they would not fit into the space in our laboratory, increases the cost, and requires additional effort in providing gas supplies, calibration and monitoring of a free-standing incubation system. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within 2 (two) business days of this posting, September 19, 2016, at 5pm EST. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. If no affirmative responses are received by the date and time specified, an award will be made to Vitrolife, Inc., a large business.
