SPECIAL NOTICE: THIS SOLICITATION REQUIREMENT HAS BEEN CANCELLED. The National Cemetery Administration issued a requirement for Road Design at Washington Crossing National Cemetery, Solicitation Number: VA786-16-R-0477. Project Location: Washington Crossing National Cemetery, 830 Highland Road, Newtown, PA 19144 A professional design firm is needed to properly design roads which will provide for traffic, parking, drainage, while being aesthetically pleasing. Design firm shall furnish all labor, materials, and professional design services to perform work described on the SOW and on the drawings at Washington Crossing National Cemetery. "Design firm" and "contractor" are used interchangeably in this document, however note that "construction contractor" specifically refers to the selected construction firm for construction of the designed deliverables procured under this contract. SPECIAL NOTICE: THIS SOLICITATION REQUIREMENT HAS BEEN CANCELLED. Summary of Work: The Contractor gaining award shall design firm shall furnish all labor, materials, and professional design services to perform work described in the SOW and on the drawings at Washington Crossing National Cemetery. The awarded contractor shall cover a period from date of award through 90 calendar days from start through finish after Notice of award Notice of Award has been issued. Existing dirt and gravel roads in two (2) locations at Washington Crossing National Cemetery have presented the National Cemetery Administration with substandard access and usage. A professional design firm is needed to properly design roads which will provide for traffic, parking, drainage, while being aesthetically pleasing. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 237310. Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around September 14th or 15th, 2016. Responses to the solicitation are due by 12:00 p.m., September 28, 2016. Offeror's are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps. SPECIAL NOTICE: THIS SOLICITATION REQUIREMENT HAS BEEN CANCELLED. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-PROPOSAL SITE VISIT: Design firms are strongly urged to inspect, site investigate by observation, and Request for Information (RFI) and responses through the Contracting Office to satisfy their understanding of the work to be done, all general, local and technical conditions that may affect the cost and the feasibility of their proposal. In no event shall failure to inspect the site constitute grounds for a claim after award.
