JOURNAL COASTAL RESEARCH SPECIAL ISSUE The U.S. Geological Survey (USGS) is has a requirement Publication Services for a Special Issue of Journal of Coastal Research (JCR) that will present specialized USGS coastal research results. USGS scientists are encouraged to publish their data and findings in ways that contribute to the most effective dissemination of USGS science and that best enhance the Bureau ¿s reputation for reliable science. The Coastal Education and Research Foundation, Inc. (CERF) will provide all services necessary to publish specialized USGS coastal research as an addition to the Journal of Coastal Research (JCR) Special Issue Series. In doing so, CERF will handle all pre-press output services, CTP desktop and imposition processing, digital color and black & white figure imaging and plate orientations, press production of a unique color cover and text, professional bindery, customized mailing, and 70-weight gloss paper products. A total of 800 hard copies will be printed at a set dimension of 8.5 x 11 inches, with 200 hard copies being specifically mailed to the USGS. Additionally, the following services will be included: ¿All electronic publishing services, ¿SGML coding, ¿Individual electronic DOI creation and online tagging, ¿PDF and figure conversions, ¿BioOne database loading, and ¿Digital uploading and hosting on the following online journal websites: http://www.JCRonline.org and http://www.bioone.org/page/coas/aims The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Coastal Education and Research Foundation (CERF), unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Johnson (nsjohnson@usgs.gov) no later than 12:00PM EST, Tuesday, September 20, 2016 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor ¿s unique qualifications: Allen Press is the sole publisher for the Journal of Coastal Research and CERF publications. All Journal of Coastal Research journal issues, including all special issues, are printed and distributed exclusively via Allen Press. The Journal of Coastal Research is the bimonthly publication of the Coastal Education and Research Foundation (CERF) providing an international forum for the littoral sciences. This peer-reviewed journal is uniquely suited to serve our need to publish this highly interdisciplinary coastal science and topobathymetric lidar-focused Special Issue collection of articles, because alone among journals it encompasses all subjects relevant to natural and engineered environments (freshwater, brackish or marine), advanced coastal remote sensing and the protection - management of resources in the vicinity of coastlines of the world. Unlike other journals, JCR broadly focuses on shorelines but also embraces coastal environments that reach some distance inland and that extend seaward beyond the outer margins of the sublittoral (neritic) zone; this ¿whole coastal ecosystem ¿ scope is unique and is required by this Special Issue. Moreover, JCR is the only identified source for publishing the diverse information in the Special Issue to the required very broad intended audience, because only JCR disseminates knowledge and understanding of coastal areas by promoting communication between specialists in geology, biology, geography, climate, littoral oceanography, hydrography, engineering, and remote sensing. JCR is uniquely positioned to publish this Special Issue, because in addition to six regular issues per year, as it alone also compiles one-of-kind Special Issues devoted to themes that are specifically relevant to the coastal zone science and management community. USGS scientists have contributed scientific articles intended for a cross-cutting audience composed of geologists, biologists, geographers, climatologists, oceanographers, hydrologists, engineers, geodesists, and remote sensing experts, and JCR is the only identified journal that reaches this broad and quite unusual mix of intended recipients. A very wide range of USGS scientists from the Core Science Systems, Hazards and Climate and Land Use Mission Areas and their scientific partners are represented in this Special Issue. If the selected journal were not to be used, information that is needed by coastal processes researchers, land use planners, the hazard mitigation community, those responsible for the protection of critical ecosystems, and state and local governments concerned with zoning, environmental protection and climate change adaptation would not be made directly available. USGS scientists are encouraged to publish their data and findings in ways that contribute to the most effective dissemination of USGS science and that best enhance the Bureau ¿s reputation for reliable science. Future requirements will be competed to the maximum extent practical.
