- This is a combined synopsis solicitation of the Navy's intent to procure on a sole source basis with The Conference Board; to provide the CHNAVPERS with an annual corporate membership in The Conference Board, including access to The Board's programs and services. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This sole source combined synopsis/solicitation SHALL be posted on NECO ( http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-16-T-Z429. CHNAVPERS Washington Support Staff is in need of membership to Conference Board - a corporate HR, leadership and economic trends and analysis best practices information portal with direct value to the goals of both Chief of Naval Operations and Chief of Naval Personnel for environmental scanning. All Navy employees (with the exception of the Marines) will have access to The Conference Board's member-only website, Conference Board research, and experts. Only by doing this can we remain competitive to both recruit and retain the very best talent. These services provide a benefit that cannot be duplicated, in addition, the Navy will have access to member-pricing on all conferences, webcasts, multi-media events, experiential learning programs and access to join peer-group councils and research working groups. The strategic research staff synthesizes hundreds of interviews and thousands of pages of reading into syndicated studies available to members only. Rigorous demonstration of the best practices produces concrete examples of what was done, how it was done and careful analysis of the actual results. Conference Board provides access to its research staff to discuss agency-specific application of research findings and to facilitate executive interaction within the unique membership of the Board. As a result of this membership the Navy will have access to: Unlimited, dedicated, individual demand-driven research support. Reports based on Navy unique individual employee needs are provided to the employee after individual research is completed by a dedicated research staff. A speaker available to talk to any Navy audience on a topic of choice that Conference Board researches. Access to many of the Fortune 500 companies, all of whom are members. This access is illustrated by members volunteering their time to discuss best practices with Service counterparts in a peer-to peer network. Individual company members meet with Navy audiences at no charge. Extensive, strong peer-to-peer network. As a point of departure from the first year of our program, over 320 senior most company executives were engaged with representing over 185 companies. Weekly newsletters on key HR, leadership and economic topics. This notice of intent is NOT a request for competitive quotes. To award this procurement to any other firm would be prohibitive from both a price and time standpoint. Subsequently; the DON's requirements for the annual membership to the Conference Board: is based upon propriety research. Only the Conference Board provides these necessary products and services. Successively, it is intended to negotiate a sole source contract in accordance with FAR Subpart 12.6 using Simplified Acquisition Procedures. The estimated period of performance for this requirement is for one annual base period. The anticipated contract type is a firm-fixed-price. This announcement will close at 1400 on 21 September 2016. The following FAR provisions and clauses are applicable to this procurement: 52.212-4 Commercial Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.243-1 Changes-Fixed Price and 52.204-10 Reporting Executive Compensation and First Tier Subcontract Awards. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and 252.232-7003, 252.203-7000 Requirements relation to Compensation of Former DoD Officials, 252.204-7012 Safeguarding of Unclassified Controlled Technical Information, Electronic Submission of Payment Requests. 252.232-7006, Wide Area Work Flow will be utilized for payment under this contract.
