Description
NASA/JSC has a requirement to purchase design and analysis of specialized RF multiband antenna feed components. NASA/JSC intends to purchase the item from Lyrebird Antenna Research Pty. Ltd. (LAR). NASA's Ka Band Object Observation Methods (KaBOOM) project, part of the NASA HQs Advanced Exploration Systems program, is currently using dual X / Ka-band feed systems designed and manufactured by BAE Systems Australia on Cobham (formerly Intertronic Solutions) 12m diameter Cassegrain antennas as part of an experimental array in Florida, USA. This effort consists of feasibility study and detailed design and analysis of new multiband feed horns for use on NASA's existing X/Ka-band capable 12-meter ground station antennas. Current market research indicates that there are no other vendors available with the technical expertise to compete this requirement. Technical expertise required includes intimate knowledge of the design, performance and operating characteristics of the antenna system and structure, RF feed integration into the structure, and precise tuning of the feed to the antenna. The Government intends to acquire the required item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:30 p.m. CST on September 22, 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
