- Registration and Agenda The Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO) will host a Radiation Portal Monitor (RPM) Replacement Program (RP) Industry Event on October 31 - November 1, 2016 near Union Station in Washington D.C. Event location details will be forwarded to registered participants. To facilitate efficient registration, Industry Partners should send in all requested information, such as Foreign National Visitors Form, as soon as possible but no later than the deadlines below. The Domestic Nuclear Detection Office's (DNDO's) singular mission is to prevent nuclear terrorism, a national security priority for the United States. DNDO continually develops and procures radiation detection equipment for deployment to protect and strengthen various pathways through which global commerce travels. Radiation Portal Monitor (RPM) systems are used by DHS and state/local/tribal law enforcement entities to scan containerized cargo, commercial conveyances, and privately owned vehicles for nuclear or other radioactive materials that are out of regulatory control. In addition, DNDO posted a Request for Information (RFI) on the RPM Radiological/Nuclear Detection Systems to FedBizOpps website on July 22, 2016: https://www.fbo.gov/spg/DHS/OCPO/DHS-OCPO/HSHQDC-RFI-16-RPMSystems/listing.html The goal of this RPM RP Industry Event is to provide industry partners detailed insight to the upcoming Replacement Program procurement, provide industry partners an opportunity to have a one-on-one Q&A session, and allow industry partners to ask additional questions and provide recommendations on RPM RP requirements that have not already been satisfied by the RPM Radiological/Nuclear Detection Systems RFI. DNDO will not assume liability for costs incurred by attendees or for preparations, travel expenses or marketing efforts; therefore, vendors' expenses in response to this announcement are not considered an allowable direct charge to the Government. This announcement does not represent a contract, a promise to contract, or a commitment of any kind on the part of the Government. RPM RP Industry Day Registration: The registration form for the event and agenda are enclosed. Registration for on-site participants and conference call attendees will be conducted in advance. Due to space constraints seating is limited to a maximum of two (2) participants per company. Non-US citizens are required to complete and submit the enclosed Incoming Foreign National Visitors Form to DNDO no later than 12:00 pm Eastern Time on September 23, 2016. Detailed submission instructions are on the form. For security reasons, late Foreign National Visitor Forms or walk-ins will not be permitted. Registration forms for all attendees must be fully completed and submitted by 5:30 pm Eastern Time on October 6, 2016 to DNDORPMIndustryDay@hq.dhs.gov, Matthew.Robertson@hq.dhs.gov and Tisha.Blue@hq.dhs.gov. Requests for registration confirmation can be sent via email to DNDORPMIndustryDay@hq.dhs.gov. Industry partners desiring to participate in one-on-one sessions with the Government should note the desire on their registration forms. Requests for specific time slots will be considered and accommodated where possible; however, timeslots will be filled on a first-come-first-serve basis and an alternate timeslot may be assigned if none of an industry partner's requested timeslots are available. Late registrations and "walk-in" requests will not be permitted. Attendees must present a current photo identification matching the attendee's information submitted via the registration form to gain entry into the event. Check-in for the event will open at 0800 and presentations will start promptly at 0830. Attendees are encouraged to arrive early enough to permit sufficient time for the check-in process. This is an UNCLASSIFIED event; no security clearances are required. All DNDO information presented at the event will be made available via the Federal Business Opportunities FedBizOps website after the event. Comments, Clarifying Questions, Information Requests and Responses: Questions may be submitted in writing or via email in response to this announcement. Questions may be taken verbally or submitted in writing at the RPM RP Industry Engagement Event. Answers will be provided via an amendment to the announcement and the posted on the FedBizOpps website. Answers may also be provided to attendees at the RPM RP Industry Engagement Event. Please note that the Government is not required to answer all questions and may exercise discretion in the selection of questions to answer. Questions should be submitted no later than 5:30 pm Eastern Time on October 20, 2016 to the Point of Contacts listed below. DHS will not attribute the questions to the submitting responder. Recommendations or comments on the supporting documents or the Program will be reviewed by the Government, but will not be published on the FedBizOpps website nor provided to any responder.
