Description
RFI ViaSat Mission Networking Sustainment JNA_Sole Source SOCOM ViaSat Draft This is a Request For Information (RFI) notice only. This is not a request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Requests for a solicitation will not receive a response. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this RFI is to obtain market research knowledge that will enable the Government to make appropriate decisions and to gain knowledge of potential qualified sources interested and capable of performing the work. United States Special Operations Command (USSOCOM) intends to solicit and negotiate solely with ViaSat Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602 for the procurement of ViaSat hardware and software to include Handheld Link (HHL)-16 Radios, Digital Aided Close Air Support Gateway-SOF (DACASG-S), Small Tactical Terminals (STT), Ku Spread Spectrum (KuSS) antennas and IVEs, KuSS ArcLight2 Hubs, KG-250X and KG-255 High Assurance Internet Protocol Encryptor (HAIPE) Devices, Enhanced Bandwidth Efficient Modems (EBEM), Ethernet Switch Expansion Modules (ESEM), associated ancillary items, required sustainment and support services, and New Equipment Training (NET) as required over five one-year ordering periods. This equipment and associated services will enable and sustain operationally relevant communications to, from, and within an aircraft, the presentation of information used for threat avoidance, as well as the identification and location of airborne and friendly ground forces. The products and services will be integrated across all mission elements of the SOF enterprise enabling full command and control interoperability and critical data transfer. All of those these functions are vital to the integrated SOF Mission Network enabling full interoperability across the SOF tactical enterprise. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. This determination is based on the fact that ViaSat Inc. is the original equipment manufacturer (OEM) and sole provider of these systems. All of the products to be included in this contract are either continuations of design, development, and integration efforts that USSOCOM has previously invested in fielding or follow-on efforts of production contracts. See attached Draft Justification and Approval (J&A) for further information. This document is still in draft and may incorporate findings from this RFI. The Government contemplates award of contract for five one-year ordering periods. This RFI notice is for informational purposes only. A determination by the Government not to compete this action based upon responses is solely within the discretion of the Government. This RFI notice is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this RFI notice. Interested parties may submit their interest and capabilities no later than 30 September 2016, 5:00 p.m. Eastern. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt.
