- Question Form Registration Form Directions to CNRC Houston This notice invites industry to participate in an Industry Day to communicate an overview of the Design-Build efforts needed for the USDA/ARS Children's Nutrition Research Center Renovation Project. The Department of Agriculture, Agriculture Research Service, has a requirement for Design-Build Services. The mission of the CNRC is to define the dietary needs that will assure health in pregnant and lactating women and in children from conception through adolescence. Objectives are to 1) determine the role of nutrition and specific nutrients in optimal prenatal development, including which nutrients consumed by a mother near the time of conception, and during pregnancy and lactation, positively affect infant health and the course of human development; 2) investigate nutrient-gene interactions to determine both how gene expression is regulated by dietary nutrients and how differences in genotype affect the absorption and utilization of common nutrients by individuals; 3) identify the specific nutritional factors necessary for optimal health, growth, and development of newborn term and pre-term infants and children of all ages; 4) identify regulatory controls of body weight and body composition during infancy and childhood, and metabolic and behavioral factors that regulate energy intake, energy expenditure, appetite, and satiety; 5) identify childhood dietary habits that contribute to long-term health and the prevention of diet-related chronic diseases in adulthood, including osteoporosis, obesity, hypertension, diabetes, cardiovascular disease, and cancer; 6) investigate the biochemical regulation of phytonutrients in plant foods, the importance of specific phytonutrients in optimal childhood growth and development, and the bioavailability of minerals, such as iron, zinc and calcium, from plant sources; 7) investigate the developmental origins of obesity, cardiovascular disease, and other chronic diseases of nutritional lineage; and 8) identify the nutritional regulation of cell and organ growth, differentiation, and development. Design-Build Services are expected for Architectural, Structural, Civil, Mechanical, Plumbing and Fire Protection, and Electrical Systems. The building will remain in use during construction and phasing will be required. The description of the anticipated scope of the project is as follows: • Replace 6 Air Handling Units and make HVAC system energy efficient. • Roof Replacement (12,000sf) and new fall protection design. • Replace fire alarm system. • General Facility work. Interior painting, carpet replacement (40,000sf) Vinyl base, some VCT, and skim coat walls. • Building Automation System. Update software, masters and front end user interface. • Meeting room. 2nd floor Auditorium new A/V, seating, wall and floor coverings and lighting. • Consolidate and re-manifold exhaust fans located on roof. (56 fans) • Repurpose 3rd floor kitchen area. Consolidate appliances and reconfigure area. (4,500 sf) • Laboratories. Replace 10 BSC's and 24 fume hoods • Repurpose 2nd floor library. (1826 sf). • Modernize labs. Evaluate electric distribution, emergency eyewash fixtures and HVAC. (40,000 sf). • Elevators. Interior cab upgrades. 6 elevators. • Floodgate at underground garage entrance. Design is complete, cursory review. • Meeting Rooms. The Industry Day Presentation will be held from 1:00 PM CST to approximately 4:00 PM CST on 4 October 2016 at the USDA Children's Nutrition Research Center, 1100 Bates St, Houston, TX 77030 in the Howland Auditorium on the 2nd floor. All attendees are required to bring a Government issued ID to check into security. An underground parking garage with limited visitor space is available. There are other public parking garages (payment required) in the walking vicinity as well. Directions to the CNRC are attached. Due to space limitations, the number of participants is restricted to five (5) per company. All participants must be U.S. citizens. Participation by small and small disadvantaged businesses is strongly encouraged. Interested parties must submit the posted registration form, alphabetized by last name, via e-mail, NLT 1500 EDT 30 September 2016 to Stephen Stolte at stephen.stolte@ars.usda.gov. Attendees must provide information in advance in order to ensure access to the Industry Day venue and assure adequate seating for attendees. Potential offerors are encouraged to submit questions and comments in electronic format to the Contract Specialist, Stephen Stolte, by 3:00 PM EST, 28 September 2016 at stephen.stolte@ars.usda.gov. The Government may address these questions on Industry Day or subsequently post responses on FedBizOpps. Attendees will have the opportunity to submit additional questions during Industry Day and those questions may be addressed during the question and answer session or afterwards on FedBizOpps. The Government will also post a list of all interested parties on FedBizOpps. This notice is provided for information only and is not a Request for Proposal or announcement of a solicitation.
