- This is a COMBINED SYNOPSIS/SOLICITATION for a commercial services prepared in accordance with the information prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), using Simplified Acquisition Procedures found at FAR Part 13; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The solicitation number is N00189-16-T-0659 and is issued as a Request for Quotes (RFQ). The Government intends to award a firm-fixed price contract. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89-1 and DFARS Publication Notice 20160830. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code 711510 applies and the Small Business Standard is $7.5 million. This action is 100% Women-Owned Small Business (WOSB) set-aside. The Small Business Office concurs with the set aside determination. The NAVSUP Fleet Logistics Center “ Norfolk requests responses from qualified sources capable of providing support services for fourteen (14) role players/ actors for the Naval Justice School (NJS) Basic Lawyer Course (BLC). NJS conducts training for new Coast Guard, Marine Corps, and Navy attorneys three times per year during its BLC. The culminating event of this ten-week training course is a mock court martial evolution. Students or NJS staff members have traditionally played the roles of the victims and witnesses of these exercises. The contract would provide for professional role players/ actors to assume the roles of the victims and witnesses. This training will be performed at NJS, Newport, Rhode Island. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Please refer to the attached Performance Work Statement (PWS) for additional information.
