- Corrected Schedule of Prices as a.word doc AMENDMENT 0002 The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock repairs to NOAA ship OREGON II. The OREGON II is 170 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking and Routine Drydock Work; Hull Valves Inspection and Overhaul; ABS Load Line Survey; Underwater Hull Paint Maintenance Coat; Annual Fire System Inspection; Annual Life Raft Inspection; Starboard Radar Kick Pipe Renewal; Outrigger Blast and Paint; 200 KHz Simrad EK60 General Purpose Transceiver (GPT) Installation; Freeboard Paint; Ground Tackle Inspection and Preservation; SBE-38 Temperature Probe Installation; Overhaul Bongo Winch; Steel Repairs 01 Level Fan Room Deck; Sea Water Piping Flush; Bilge Piping Hydrostatic Test; Main Mast and King Post Preservation; Interior Door Replacement; Miscellaneous Repairs; Potable Water Pump Installation; Miranda Davit 5 Year Service; Ventilation Duct Cleaning. OPTION ITEMS: Static Pipe Anti-Biofouling System Install; POS MV Installation; Acoustic Doppler Current Profiler (ADCP) Installation; GMDSS Installation; Electronic Charting and Display Information System (ECDIS) Installation; Redundant A/C & Reefer Plant Installation; Doppler Speed Log Renewal; Refurbish Chem Lab; Engine Room Bilge Preservation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 67 calendar days, with a start date on or about December 1, 2016 and a completion date on or about 5 February 2017. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is August 29, 2016, 9:00 a.m. (local time) at 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on August 25, 2016 at (228) 769-1155 or (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP was issued on August 12, 2016. The proposal due date of September 23, 2016 is extended to September 28, 2016. The anticipated award date is November 1, 2016. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted).
