Description
NOTICE TYPE: PRESOLICITATION NOTICE The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Bio-Rad Laboratories at 2000 Alfred Nobel Drive, Hercules, CA 94547 for the purchase of Maintenance and Repair of BioPlex Suspension Array Systems for use by the Immunity, Inflammation & Disease Laboratory at NIEHS. The North American Industry Classification System (NAICS) Code is 541990 with a size standard of $15M. THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This notice of intent is NOT a request for competitive proposals. It has been determined that Bio-Rad Laboratories is the only known responsible source capable of providing the required supplies and no other supplies will satisfy the agency's requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The purpose of this acquisition is to obtain maintenance and repair of three (3) BioPlex Suspension Array Systems. The three BioPlex Suspension Array Systems are benchtop instruments designed for the analysis of multiple analytes (up to 30) in a single sample. These machines allow for customizable runs allowing for project-specific returns. The software allows for the running of the machine along with data analysis which can be customized. Research at NIEHS requires analysis of multiple parameters to investigate everything from inflammation to genetics. The instruments are necessary to consistently acquire information from human samples. Since there have been many new users for these instruments it will allow us to maintain reliable results and reproducibility from human samples or animal studies, thus limiting the amount of animals needed or the amount of human sample needed. It's imperative that we preserve the data integrity and continuity by continuing to evaluate samples using the same parameters. The research that is being done here at NIEHS requires the analysis of multiple parameters in order fulfill the Institutes mission statement in discovering "how the environment affects people in order to promote healthier lives". Since human studies take more than a year to complete and are collaborations across ICs, we have to be absolutely sure that the results at the beginning of a study compare to those at the end of a study. The only way to do this is to have the necessary maintenance done on all the lasers by the company that provided the equipment and software. This software can not be provided by any other company since it is proprietary as well as the equipment. The instruments require specific technical support to maintain the level of precision and consistency necessary for complex measurements between studies. These complex measurements entail examining allergens, cytokines, and proteins from human samples. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received by September 19, 2016, at 5pm EST. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. If no affirmative responses are received by the date and time specified, an award will be made to Bio-Rad Laboratories, a large business.
