Description
Synopsis: This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for full and open competition to procure the services of a contractor to provide the below services to the Government. As a result of this solicitation, the FHWA intends to award one contract. The anticipated period of performance will be five (5) years from the date of award with one base year and four (4) option years. The contractor shall conduct a research study to assess the effect of truck traffic on bridge performance by conducting the following: Collect quality truck traffic and loads data (volumes, classifications, size, weights, and other relevant data) by installing, maintaining, calibrating, and utilizing state of art instrumentation at selected bridge sites nationally, for the purpose of calibrating bridge specifications and quantifying load-induced deterioration of bridge elements and systems to establish bridge performance and serviceability criteria for improved long-term bridge performance, management and operations. This research study will help establish quantifiable relationships of highway bridge component performance to gross vehicular weight (GVW) and volume of trucks utilizing the nation's highway bridges. The following fundamental questions need to be answered: 1) What are the vehicular loads on the nation's highway bridges?; 2) Do these loads, and other State legal and permit loads cause deterioration of bridge components?; and 3) What is the correlation of deterioration to specific bridge elements given specific increases in vehicular loads over time? The contract contemplates a two phased approach for this effort. Throughout the two phases, the contractor shall consider pooled fund participants input as a result of their participation and as directed by COR. PHASE I Phase I work consist of the following: •Determine the scientific, technical and commercial merit of advanced technologies to assess the effect of truck traffic on bridge performance utilizing state of practice monitoring systems. •Develop a work plan and submittal of work plan to COR along with a list of potential bridges to the COR for approval. •Install monitoring devices for one or two FHWA approved bridges based on availability of fund. •Develop a National Bridge Traffic Loads Database. •Compile data from instrumented bridges, evaluate data values, data consistency, and data reliability. •Conduct data analysis and develop algorithms to aid bridge owners in establishing forecasting methods of component deterioration based on site-specific live loads levels and volumes. PHASE II Phase II work consist of the following: •Installation monitoring devices for two or three additional bridges (based on availability of fund) from the FHWA approved bridge list based. •Compile data from all instrumented bridges including Phase I bridges, evaluate data values, data consistency, and data reliability. •Include existing instrumented Oregon Bridge as part of this study with the same objectives of this study. The Oregon Bridge has been instrumented and data has collected for one year. •Conducting data analysis and develop algorithms to aid bridge owners in establishing forecasting methods of component deterioration based on site-specific live loads levels and volumes. •Develop final report and tech briefs. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov.
