- NASA/LARC has a requirement for a system to carry small Close-in Covert Autonomous Disposable Aircraft (CICADA) Unmanned Autonomous Vehicles (UAVs) capable of ascending as a single vehicle composed of one, two, three, or four UAVs and linking/unlinking in flight into two, three, or four individual UAVs. The Government requires four each of the following: UAVs that are fully equipped for remotely piloted flight and ready for integration of hardware to support autonomous flight. Each vehicle shall include one CICADA "Mother Ship" Multi Rotor, one pelican case for flight vehicle, one pelican case for flight transmitter, two sets of flight batteries, one flight transmitter, one charger and power supply, one operational handbook, one CICADA deployment mechanism and one pilot training course. The individual units require several linking mechanism designs that allow for linking and unlinking during flight. Also included in this procurement is the requirement for a CICADA Center Hub that includes a pelican case for storage and a deployment parachute. There are two options included in this procurement. Option one is for an additional set of four UAVs with the same capabilities, functions and materials outlined above, including an addition center hub. Option two is for up to four Multi Rotor Frames that is compatible with the UAVs. Each shall include: motors, electronic speed controllers, propellers, one pelican case for flight vehicle, 2 sets of flight batteries, and a CICADA Deployment Mechanism in addition to another center hub. NASA/LARC intends to purchase the above items on a Sole Source basis from UnReal Worx Inc. NASA currently uses this manufacturer for the full suite of test platforms in the existing Autonomy Incubator which is designed to ease transition through the entire R&D lifecycle. This product will augment current capabilities while achieving transparent compatibility with current research platforms and operational knowledge. Changing models in the middle of this research effort would place an undue burden on the project and negate the results achieved to date. Compatibility with the previous inventory will also allow for replacement parts to be interchanged therefore achieving potential cost savings from having to maintain various inventories. UnReal is the sole manufacturer of the platforms and does not have distributors. These platforms are unique in that they have been designed by Unreal with specific release mechanisms that no other UAV has in addition to providing payload decks for research hardware to be attached to for collecting data, etc. during the flights The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Wednesday, September 21, 2016 by 4:30 p.m. Eastern Standard Time (EST). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
