- Terms and Conditions Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N62306-16-Q-0003 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1, effective 15 August 2016 and Defense Federal Acquisition Regulation Supplement Change notice 20160811. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The North American Industry Classification Standard (NAICS) code is 511210-Software Publishers. The small business size standard is $38.5 million. This requirement is a 100 percent small business set-aside. The Naval Oceanographic Office (NAVOCEANO) intends to issue a single award from this solicitation. It is anticipated that a single firm-fixed price purchase order will be awarded on a restricted basis to small businesses only as a result of this synopsis/solicitation. This procurement is for renewal of existing 57 GB/day Splunk Enterprise Support and an additional 3 GB/day Splunk Enterprise Support Upgrade. (See Attachment 1-Specifications). The procedures at FAR 13.106-2 apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical capability considered. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS Number) and Tax Identification Number. Contractor must be registered in the SAM at www.sam.gov and Wide Area Work Flow at https://wawf.eb.mil to be considered for award. Quotes shall include price(s), point of contact, name and phone number, business size, and payment terms. Response must clearly indicate the capability of offeror to meet all specifications and requirements. Please indicate N62306-16-Q-0003 in the subject line of emails and all correspondence. Offers are to be received via electronic mail (email) no later than 4:00 p.m. Central Time on 22 Sep 2016.
