Description
FAR COMMERCIAL ITEM CLAUSES UNDER SAP ($150K) THRESHOLD REQUEST FOR QUOTE (RFQ) - SF18 FORM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-32SD-S-16-823737 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 500 employees. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001) A 4 Bed - 40" Bed Incorporator Specifications: 1. Unit capable of shaping 4 beds, 40" bed spacing 2. Bed tops must be 22" wide 3. Furrows must be 6" deep 4. Flat runners with adjustable standards 5. Hard-faced "L" shaped blades on standard rotors 6. 2 ½" or 3 ½" incorporation depths for blades 7. Spring loaded rear doors 8. Category II 3-point hitch 9. 1,000 RPM PTO driveline with 1 3/8" 21 spline 10. Five 2 ¼" high tensile strength tool bars 11. Gearbox splined input and output shaft 12. Double 80 chain with hardened sprockets 13. Wearing parts must be replaceable with wear plates The above bed shaper/incorporator will be attached to a medium size John Deere 6420 90 horsepower farm tractor using a category II 3 point hitch. A 1,000 RPM PTO drive line with a 1 3/8" spline will be used to operate this implement. The equipment cannot exceet the lifting capacity of the specified tractor, which is approximately 6,000 lbs. The wheel spacing of the tractor is 80" spacing, straddling 2 - 40" beds, when driving down the furrows in the field. This bed shaper/incorporator is used after the beds are listed in the field to shape the beds prior to seeding them with vegetable seeds. The Government estimate for this requirement is $35,000.00 to $45,000.00. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA ARS PWA SALINAS, CA and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Offerors responding to this announcement shall submit their quote by competing attached SF18 FORM in accordance with FAR 52.212-1. Submission of quotation shall include the following: (1) Technical Specifications/technical support and (2) Price (to include shipping). Electronic submissions are preferred. Please email all quotation to vinay.kaul@ars.usda.gov. Quotes are due by no later than 3:00 PM PST on September 23, 2016. The basis for award is lowest price, technically acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications/technical support, and (2) Price (to include shipping). INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by a USDA-ARS-PWA-SALINAS, CA designated representative and accepted at destination. Offeror must be registered in the System for Award Management (SAM) database before an award can be made. If the offeror is not registered, it may do so through the SAM website at http://www.sam.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-15, 52.223-18, 52.225-1, 52.225-13, 52.232-33.
