- Synopsis Construct Concrete Targets FA2823-16-R-4011 The Air Force Test Center, Operational Contracting Office, Eglin AFB, Florida has a requirement to Construct Concrete Targets Requirements Contract, Eglin AFB, FL. The NAICS code for this requirement is 238110 with a Small Business size standard of $15M. This is a 100% SMALL BUSINESS SET-ASIDE acquisition. This acquisition will be competed utilizing Best Value/Tradeoff Process and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but is not limited to the following: furnishing all plant, labor, equipment and materials and performing all operations required to Construct Concrete Targets, Eglin AFB, FL. In general, the work includes construction of various reinforced concrete targets on specified test areas of target casting yards, all of which will be performed on an on as required delivery order basis. The performance period will be for a Base year plus four (4) Option years. The above general description of work does not in any way limit the responsibility of the contractor to perform all furnish all labor, materials, and equipment in accordance with the plans and specifications. The work is located at Eglin AFB, FL, and the Eglin Range. Estimated magnitude of construction is between $5,000,000 and $10,000,000 for the Basic plus four (4) One-Year option years combined. Basic year performance period is 365 calendar days with each additional option period of 365 calendar days. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government Electronic Posting System ( www.fedbizopps.gov ) on or about 05 October 2016. The ESTIMATED PROPOSAL DUE DATE 05 November 2016. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on teh Federal Business Opportunities (FBO) website. Prospective contractors must be registered in the DOD System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineglible for award. Registration requires applicants to have a DUNS Number.
