Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to DCS Infrastructure Engineering, PLLC 3249 Route 112, Building 4, Suite 1B, Medford, NY 11763, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is the James J. Peters DVA Medical Center, Bronx, NY. This action will result in a Firm-Fixed Price contract with a period of performance of Twenty (20) months. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than Thursday, September 22, 2016 at 4PM PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Thursday, September 22, 2016 at 4PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with DCS Infrastructure Engineering, PLLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Patricia Cordero, who can be contacted at patricia.cordero@va.gov. The government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE - STATEMENT OF WORK A. The following A/E services are in continuation of project 526-10-150 which designed services for the renovation /upgrade of our Sterilization Processing and Distribution Area (SPD) located on our Ground Floor, Bldg. 100.-main hospital. This area will be upgraded as part of the medical center's initiative to replace/upgrade existing sterilization procedures-that will enhance patient care. The A/E services will include but not limited to the following: ? Basic upgrades to contract documents (Arch/Mech/Elect/HVAC) to include additional equipment and/or office realignments. ?Additional QA/QC responsibility due to changes as above. ?Sixteen (16) site visits. ?Submittal reviews ?RFI responses and corrections/updates to existing plans. ?Punchlist inspections and re-inspections. In addition, as part of this contract, the A/E shall review the existing list of submittals (from 526-10-150) required of the construction contractor and edit as necessary and perform the following project specific tasks during construction. "Multi-technical services of architectural and engineering: civil, structural, fire protection, electrical, mechanical and plumbing. "Assist in the development of shop drawings, and review of submittals for acceptance. "Answer questions and RFI's about the project design. "Conduct periodic inspection service. These "site visits" also include a pre-construction conference, intermediate, startup and a final inspection visit. The A/E will submit a survey report summarizing the conditions found at the construction site as a result of the site visit "Review change orders and provide detailed itemized cost estimates for same "Perform punch list for project close out "Prepare and provide originals (Mylar and electronically CD in AutoCAD) and copies of as-built drawings on AutoCAD from marked-up set provided by contractor. PERIOD OF PERFORMANCE: The period of performance for construction will be Twenty (20) months. EXACT PLACE OF PERFORMANCE Work will be completed at the Sterile Processing & Distribution area (SPD) of the Ground Floor located at the James J. Peters DVA, 130 W.
