- Request For Information GSA-RFI-16262 Overview This "Sources Sought" notice is for information ONLY and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration. The purpose of this "Sources Sought" notice is to seek the availability and capability of business concerns that are interested in and are capable of providing industrial products to be: (1) stocked on a vendor-owned/vendor-managed basis (responsible for providing oversight and/or store management) through an Issue Point (direct delivery of products to the designated customer warehouse); (2) maintain an agreed-upon level of on the shelf products at the customer warehouse location; and (3) provide products using on-line/referral ordering from a catalog of items (products not carried on the shelf) at the customer warehouse location. GSA Retail Operations intends to provide a turnkey end-to-end supply chain solution for its United States Army (US Army) Department of Public Works and Material Management division on Pine Bluff Arsenal (PBA), located northeast of Pine Bluff, Arkansas. GSA Retail Operations anticipates establishing a single Blanket Purchase Agreement (BPA) with an Industry Partner (vendor) to acquire a total solution for industrial products to support GSA and its PBA customers through an Issue Point and via referral ordering. The scope of the BPA will encompass commercially available commodities. These commodities may include, but are not limited to, personal protection equipment (PPE); maintenance, repair and operations (MRO) supplies (for construction, plumbing, HVAC, electrical, and roads and grounds activities); grease; lubricating oils; bottled gasses (acetylene, oxygen, etc.); refrigerants; rubber products; industrial type products including, but not limited to: chemicals (industrial water treatment chemicals, boiler chemicals, etc.), commercial coatings including paints and roof coatings, sealants, adhesives, oils and abrasives; tools including, but not limited to, power tools, accessories, and hand tools; hardware; tooling; building supplies; safety products; precision tools and equipment; machinery and tooling components; tool holding and work holding equipment; outdoor equipment and accessories; metal plate and shapes; sheet metal; metal stock; electrical equipment, supplies, and accessories; lumber; ropes and wires; janitorial supplies; metal pipe and tubing; plumbing equipment and accessories; valves; industrial supplies; and material handling in an industrial environment. Additionally, the BPA Holder will provide GSA Retail Operations with the following services, but not limited to, on-site management, warehousing, establishing an initial inventory of products, maintaining adequate inventory levels, merchandising of products and promotion of sales, customer service (e.g., research in support of GSA's customer needs, cross-reference specific part numbers to a specific National Stock Number (NSN), advice to GSA and its customers), processing referral orders for non-stocked and not-in-stock items, and receiving/accepting damaged, unserviceable, or unused goods returned by GSA and its customers. The BPA Holder may be required provide outreach services to GSA's Government customers at least quarterly to help anticipate future requirements, and to educate GSA's customers on available products/technology which may include activities for developing product information and literature and to raise GSA's Government customers' awareness of the services including future product trends. The term of the BPA is anticipated to be for a period of 5 years. GSA Retail Operations will retain the right to unilaterally select the items to be offered for sale from its Industry Partner, ensuring that the items selected for sale do not conflict with other GSA program goals relative to AbilityOne and UNICOR. THIS IS NOT A REQUEST FOR TECHNICAL OR PRICE QUOTES. This is a request for potential vendors to express interest in the requirement outlined above. Interested firms responding to this "Sources Sought" notice must provide a Capability Statement demonstrating their experience, skills and ability to fulfill the Government's requirements objective described above. Capability Statements shall not exceed twenty (20) pages. Responding to this Notice Capability Statements must be sent to Deborah Joeckel at deborah.joeckel@gsa.gov no later than September 30, 2016 at 12:00 p.m. CST. This Sources Sought notice is for INFORMATION ONLY and shall not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
