- Solicitation for Kurt J. Lesker Vacuum Chamber Components Kurt J. Lesker Parts and Quantities List Attachment (2 pages) NASA Kennedy Space Center (KSC) has a requirement for various modified commercial and commercial off the shelf Kurt J. Lesker vacuum chamber components (see attached Parts and Quantities List). KSC intends to purchase the items listed directly from Kurt J. Lesker. The customized vacuum chamber components being sought under this purchase request are needed for the KSC's Electrostatics and Surface Physics Laboratory (ESPL) to construct its Martian dust aerosolization and Mars flow chamber system (MCS). The MCS is needed in order to simulate the Martian atmospheric environment while designing and optimizing scientific prototypes of equipment that will be necessary to support astronauts on Mars in the future. Kurt J. Lesker is the only vendor that can provide the necessary vacuum chamber components to meet the design specification of the ESPL's MCS. The components acquired must be compatible with the design of the system as well as with other components that have previously been procured. The components required for the system have specialized interfaces that connect to specialized devices such as various pressure and flow control devices, an optical particle sizer, and remote particle counters that have already been purchased for this chamber system. Additionally, NASA KSC pressure vessel system requirements state that a vacuum system must be able to withstand an overpressure (positive pressure) event greater than the rated pressure of the connected safety relief valve. Kurt J. Lesker is the only company that provides a positive pressure rating to which their vacuum chamber components may safely reach. Therefore, Kurt J. Lesker is the only vendor who can supply these items for the ESPL's MCS. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Even though a solicitation is being issued electronically, this announcement constitutes an intent to go sole source to Kurt J. Lesker. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1 and NASA FAR Supplement PN 16-17. The Government intends to acquire commercial items using FAR Part 12, and the simplified acquisition procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. eastern standard time on Wednesday, September 21, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
