Description
SOW This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA4484-16-Q-0034 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective 15 Aug 2016 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20160830 dated 30 Aug 2016. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is unrestricted allowing full and open competition. The North American Industrial Classification System Code is 333314 with a small business size standard of 500 employees. The government intends to issue a firm fixed price purchase order. Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) as follows: CLIN 0001 - Contractor is required to provide clip on thermal imagers in accordance with the attached statement of work. FOB Destination to 621 MSOS/AMLO, 1907 East Arnold Ave, JB-MDL, NJ 08641 Quantity: 33 each U/P_____________________ Total $______________________ BASIS OF AWARD : A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. To be technically acceptable the offeror must provide proof that they meet or exceed the salient characteristics of the SOW. Offerors who fail to provide the documentation will receive an unacceptable technical rating and their quote will be unawardable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. Statement of Work for Thermal Imager Updated: 18 Aug 2016 •1.0 Introduction: Portable t hermal imager compatible with PVS-31A Night Vision Goggles. Item is part of the Air Mobility Liaison Officer (AMLO) UTC 7E1DL. Equipment is used in supporting drop zone and landing zone operations. 1.1 Organization: 621 MSOS/AMLO 1907 East Arnold Ave JB-MDL, NJ 08641 2.0 Requirements : Contractor must provide thirty three portable thermal imager which must detect thermal sources and residual heat. Thermal imager must be compatible and capable of being used in conjunction with the PVS-31A Night Vision Goggles. Internal battery life 3.5 hrs and external battery pack of 8 hrs (compatible with the PVS-31A Night Vision Goggles and Optics 1 GPS enabled battery pack). Weight of 125 g or less for imager and battery. Thermal imager must be capable of connecting to Situational Awareness Apps. Range of 400M or better, resolution of 640x480 or better, Weight <6.5 oz, magnification 1x or better. Meet MIL-STD-810. Water proof to 50 ft or greater. Augmented reality provided to support navigation, marking and identify team mates. Thermal imager must be capable of mounting on a helmet and provide hands free operation.
