- Dental Program MHS Genesis Interface Graphic The Defense Health Agency (DHA) is a joint, integrated DoD Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS by: • Implementing shared services with common measurement of outcomes; • Enabling rapid adoption of proven practices, helping reduce unwanted variation, and improving the coordination of care across time and treatment venues; • Exercising management responsibility for joint shared services and the TRICARE Health Plan; and • Acting as the market manager for the National Capital Region (NCR) enhanced Multi-Service Market, which includes Walter Reed National Military Medical Center (WRNMMC) and Fort Belvoir Community Hospital (FBCH). The purpose of this notice is to obtain information from industry in relation to the MHS GENESIS Program pursuant to FAR 10, Market Research. It does not constitute a request for proposal. Interested firms shall not send proposals in response to this Notice nor shall they contact any other individuals about this Notice or the requirement. Any information provided to DHA is strictly voluntary and given with no expectation of compensation and is clearly provided at no cost to the Government. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to award a contact nor does it restrict the Government to a particular acquisition approach. DHA will not respond to proposals or questions about the policy issues raised in this notice. Interested parties shall email responses to the primary point of contact listed in this notice. Please state "HT9402-DHA-RFI1 -Dental Program Response" in the email subject line. The DHA anticipates implementing the MHS GENESIS in the next Dental Program solicitation. The MHS GENESIS is the new electronic health record product that was procured via the DoD Healthcare Management System Modernization (DHMSM) Program Management Office. The MHS GENESIS will modernize the ability to deliver efficient quality care while enabling critical data exchanges to occur that are needed to deliver quality healthcare. The MHS GENESIS will be integrated over time into the MHS enterprise infrastructure replacing current legacy systems. The MHS GENESIS will exchange data with numerous existing and planned systems and will support dental care delivery workflows using Dentrix Enterprise. The MHS GENESIS will have agreed upon standardized health exchange frameworks and incorporate the same vocabulary/terminology, content/structure standards, and transport and security to promote interoperability between systems. DHA anticipates maintaining the current referral tracking requirements until MHS GENESIS is fully implemented to the satisfaction of the MHS. At this point in time DHA is hopeful that MHS GENESIS could be transitioned in Fall of 2020. The DHA anticipates the next dental contract will include technical methodologies and capabilities to support referral management consistent with industry standards and dental record sharing utilizing the following technologies: • Electronic Data Exchange (EDI) 278. • Health Level 7 (HL7) Standards to include but not limited to o Consolidated Clinical Document Architecture (C-CDA) o HL7v2 o Fast Healthcare Interoperability Resources (FHIR) • HIPAA compliant Secure Messaging Technologies to include but not limited to o DIRECT Messaging o DirectTrust.org. Dentrix® Enterprise software is the client server dental application within MHS GENESIS. DHA intends to have the ability to send out and receive patient's demographics, allergies, dental care completed, dental treatment plans, messages, clinical notes, radiographs, scheduling, DTF referrals, pre-authorizations, report Dental Readiness Classification (DRC), etc. The dental contractor would centrally store all patient dental care in a repository maintained by the contractor so network providers could exchange data and then the dental contractor would exchange the data with the Government's system. The dental contractor would also need a process for non-network providers. The Government would designate the user role profile for access and workflow. The attached Dental Program MHS Genesis Interface Graphic diagrams indicate the envisioned processes for the dental program MHS GENESIS interface. In order to realize the required interfaces with the dental contractor, DHA is requesting the following information from industry. Please review the attached documents before answering. 1. Would you be compliant as of today with the above stated technologies? If not, then please state why. 2. Do you currently work with Dentrix? If so, what version are you using and in what manner. 3. If you can interface with Dentrix, what percentage of network providers use Dentrix? Non-network providers? 4. In respect to minimizing duplicative costs, will your proposed referral tracking system used for the start of the dental contract (July 2019) be compatible with the end-state MHS GENESIS implemented in Fall of 2020? 5. What network and/or data security issues do you envision under this system? 6. Will implementing this system require infrastructure upgrades/enhancements for you or your network providers? To what degree? 7. It is anticipated that this requirement will be a separate Contract Line Item Number (CLIN). Can you separately price this function or is it an integral part of your administrative costs? 8. Other than the technologies stated above, what other specifications would you need in order to propose on this requirement? Please describe your requirements. 9. Do you think the processes outlined in the attached diagrams are realistic? If not, please describe in detail why they are not appropriate and also any suggested revisions. Also describe in detail why your revisions would be more appropriate.
